| In the current under the background of "work sharing",the urban community governance environment and the situation is becoming increasingly complex,the urban community governance model are in gradual change,the past single traditional community governance subject,information opaque closed,governance mechanism is not perfect governance model has increasingly difficult to meet the requirements of the modern urban community governance,The former top-down management mode and service system also appear to be inadequate in the face of the diversified needs of the interests of urban communities.Urban community governance calls for the cooperation and co-governance of multiple subjects.Therefore,how to measure and analyze the collaborative governance level of multiple subjects in urban communities has become a top priority.This study takes the collaborative degree measure as the entry point to solve this problem.This paper sorting and analyzing the multiple subject about community collaborative governance at home and abroad and the synergy degree of measure and evaluation,and so on research present situation,and gives the corresponding review,it is concluded that the significant correlation with the community governance body to fully participate in the community to run and decision-making process can make the community governance effect and management level of ascension;After clarifying the relevant concepts,this paper defines the multi-subject according to the stakeholder theory and social capital theory,constructs the multi-subject collaborative governance system of urban community,and analyzes the characteristics of the system and each element in the system in detail.Finally,based on the collaborative governance theory,the synergistic effect and synergistic degree of the multi-agent collaborative governance system in urban communities are analyzed,and the key role of the synergistic degree is clarified.Then,a collaborative degree measurement index system was constructed from five dimensions of effective participation of governance subjects and development degree of governance objects,and a collaborative degree measurement model was established.Lastly,three different types of daqing city-five lakes,dengfeng communities and phoenix auspicious community carries on the empirical research,according to the five lakes community,dengfeng and phoenix auspicious communities system on the synergy degree measure results to evaluate each community system overall coordination level,through the analysis of low degree of order in the community subsystem and the subsystem of the corresponding index,to obtain the following results: From 2011 to2015,Wuhu Community,Dengfeng Community and Fengxiang Community were all in the form of weak synergy or non-synergy.From 2016 to 2020,the multi-subject collaborative governance of Wuhu Community reached the general synergy form,while Dengfeng Community and Fengxiang Community were in the form of weak synergy and non-synergy respectively.Based on the analysis results,this paper summarizes and extracts countermeasures and suggestions to improve the collaborative governance of multiple subjects in urban communities.In order to improve the collaborative degree of urban community governance system and make it reach a more advanced collaborative form,first of all,it is necessary to improve the effective participation of various governance subjects and establish common governance goals.Expand the participation channel and stimulate the participation enthusiasm of the main body of governance through various ways;Secondly,a community collaborative governance information sharing platform should be built to meet the different information needs of each governance body and achieve a high degree of information sharing.Finally,it is necessary to further improve and perfect the operation mechanism and guarantee mechanism of multi-subject collaborative governance in urban communities. |
