Research On The Multiple Governance Of Resettlement Community Of Kyuan In Hefei City

In a sense,the quality of urban development depends on the level of community governance.Building a good community can promote the height of urban development and highlight the degree of urban civilization.In the process of rapid urbanization,the relocation community is often an important dimension to measure the level of urban development and social governance,and even a key factor to restrict the overall level of urban construction.Returning communities are facing more prominent problems and challenges because of the complexity and particularity of their own situation.Active response to these problems and challenges naturally becomes the focus and difficulty of the reform of community governance system in China at present and even in the future.In the era of network society,the topic of cormmunity governance of relocation is easy to become a hot issue and cause widespread concern of all sectors of society.As a new unconventional community in a specific context,the relocation community has the transitional attribute of "the same city as the same town".Therefore,there are many differences between the community governance and the traditional urban community.The spatial reconstruction in the relocation c.ommunity is not only the element flow and reorganization of urban and rural communities in geographic space,but also the multi-dimensional evolution and intercalation of social space,cultural(or psychological)space and cyberspace.Specifically,the author believes that under the background of urban spatial reorganization,the relocation of community not only means the change in spatial sense,but also more specifically reflects a series of changes in residents'mode of production,role identity,social stratum,cultural life and so on.Based on this,the governance of relocated communities should not only actively intervene in the physical and spatial aspects of community infrastructure and property management,so that residents can enjoy basic public services fairly,but also pay attention to non-material spatial areas such as residents' democratic rights and interests,social security,social relations and value identification,so as to help residents realize the deep transformation from "rural" to "urban".In this paper,the research field of Kyuan relocation community in Binhu,Hefei City is selected as the research point.From the perspective of governance theory and spatial sociology theory,the multi-governance model of Kyuan deserves full affirmation in actual governance is studied.The full text is divided into five parts in structure.The first part clarifies the background,purpose and significance of the topic,designs the research ideas,research methods,theoretical perspectives and core concepts,and combs the research results at home and abroad through literature research to make necessary theoretical preparations for this study.The second part is about the main overview of the relocated community,including the community organization structure,the basic overview of the relocated community,the population structure of the residents and the difficulties of governance.The third part is about the summary of the community governance experience of Kyuan relocation.In the choice of governance path,Kyuan adopts the mode of multi-subject co-governance,focusing mainly on two aspects:one is the diversification of governance subjects,that is,emphasizing the equal participation of multi-force in community governance.Secondly,for the diversity of governance dimension,i.e.comprehensive governance by various means,six dimensions are selected:first,the leadership of Party building,providing a solid political basis for community governance;second,building autonomy,building an acquaintance community of neighborhood mutual assistance;third,building a good-neighbor living hall,providing a basic platform(or space)for community services;fourth,actively using scientific and technological capabilities.Fifth,we should integrate forces,optimize platforms,innovate mechanisms,implement the "big integrated management" model,and realize the intensive management of the daily life of the city;sixth,we should adopt the "five social cooperatives" model to promote multi-subject,multi-dimensional and multi-factor co-governance,so as to build a common governance and share.The fourth and fifth parts analyze the difficulties and reasons of Kyuan relocation community in governance practice,and put forward suggestions from six aspects:governance system,community residents,social work,human resources,policy system and technical speech.The author believes that in the face of the Governance Dilemma of the relocated communities,we should solve the problems and improve the quality and effectiveness of governance from six aspects:integrating data platforms,adhering to Party building leading multi-subject co-governance,enhancing residents' endogenous motivation and autonomy,strengthening humanistic care,improving supervision and evaluation mechanism,and expanding professional social workers.
