Resrarch On The Mechanism Of Natural Disaster Public Crisis Management From The Perspective Of Cooperative Governance

Natural disasters are throughout the historical of human society and any historical periods are inevitably to faced with the destruction of it.In the process of historical development,human production relations and production methods have undergone tremendous changes.At the same time,more effective crisis management mechanisms and methods are being constantly thinking.With the rapid development of China's economy and society,the society has accumulated a huge amount of energy.The model of single crisis management can not adapt to the development concept of "big society and small government".Therefore,it is necessary to lead other social subjects to the process of disaster relief.Instructed by government,the other subjects like NGO,enterprises and individuals can take their own advantages and enhance efficiency in crisis management.This study triesto apply the theory of collaborative governance to crisis management and build a cooperative mechanism include government and other social subjects.The object of this study is Ya'an earthquake,which isthe most recent extremely destructivenatural disaster and resulted huge loss of life and property.By means of empirical investigation,the practice of multiple subjects in disaster relief process were analyzed and difficulties and problems were summarized.And then put forward specific countermeasures for natural disaster management mechanism from the view of legal system and the cooperative governancemechanism.
