In the Third Plenary Session of the 18 th CPC Central Committee,Comrade Xi Jinping pointed out that it is necessary to establish a judicial personnel management system that meets the characteristics of the profession and at the same time improve the judicial personnel exchange management system.The Fourth Plenary Session of the 18 th CPC Central Committee further proposed to speed up the establishment of a management system for court staff in line with professional characteristics.At the same time,the Supreme People’s Court also pointed out in the fourth five-year reform outline of the People’s Court that the reform of the court personnel classification management system should be promoted,that is,the court personnel should be divided into judges,judicial support personnel and judicial administrative personnel,and the judges should be the center.Focusing on the service trial work,we will establish a court personnel management system with scientific classification,reasonable structure,clear division of labor,and strong guarantee.The prelude to the reform of the personnel classification management of the people’s courts at all levels was opened.The D District People’s Court formulated a targeted reform plan based on the reform opinions of the Central and Supreme Court and the actual situation of the D District Court,starting in the second half of 2016.Beginning with the reform of the post system,the implementation of personnel classification management reform,and basically complete this reform at the end of 2017.Up to now,the reform of the classification management of court personnel in District D has been completed for more than a year.What is the effectiveness of the reform? Has the goal of personnel classification management reform been achieved? Is there a need to improve and improve the existing personnel classification management? The analysis and research on the effect of reform has a guiding role in improving the reform of the D District Court and continuing to deepen the reform of the judicial system.Therefore,the author believes that it is necessary to evaluate and study the effect of the reform of the classification management system of the D District Court personnel.Through the study of the effect of reform,it is found that the part of the reform that fails to reach the goal and the existing deficiencies provide direction and guidance for the deepening of the judicial system reform.The main research object of this paper is the reform effect of the classification management of court personnel in District D.Based on the analysis of the objectives and contents of the reform,the results of the screening and design classification management reform are combined with the evaluation indicators of the D district courts.Field research and interviews of personnel to evaluate and study the effects of the classification management reform of the courts in District D.This paper will apply the government policy evaluation method to the evaluation method of reform effect,and study the reform effect with reference to a relatively complete policy evaluation system.However,if weights are set for each evaluation index of the design,it will be more difficult in the specific operation,and it is difficult to quantify the results of the reform.Therefore,in the process of writing,the research method of comparative analysis before and after the reform will be used.Each indicator was qualitatively analyzed.This article is divided into seven parts.The first part is the introduction,which mainly describes the research background,research significance,research status at home and abroad,and research methods.The second part is to define the related concepts and expound the theoretical basis.The concepts and theories involved are the classification management of personnel,the judge staff system,the policy evaluation and the theory of division of labor.The third part is the elaboration of the reform practice of the D District People’s Court.Firstly,the general introduction of the D District People’s Court was carried out,and then the contents of the personnel classification management reform were explained.The fourth part focuses on the selection of the effect evaluation method and the construction of the indicator system.In this paper,we use the goal achievement model and the relevant stakeholder model in Vedung E’s effect evaluation model,and set the dimensions of the two indicators,and set six first-level indicators and eighteen second-level indicators under the dimension.The fifth part is the evaluation and analysis of the effect of the classification management reform of the courts in District D.According to the assessment,the main objectives of the reform,such as the post system reform,the establishment of the trial team,the provision of judge assistants,and the improvement of specialization,are basically completed,but each The achievement of the target needs to be improved.There are still some problems,such as the uneven case,the lack of judge assistants,the inability of each judge to be equipped with judge assistants,and the unstable and unprofessional team of court clerk.The six parts propose to improve countermeasures and suggestions,such as setting aside quotas for "newcomers" and expanding the ranks of assistant judges.The seventh part is the conclusion.The effect of this reform has been affirmed,but it should also be seen that there is still room for improvement in reform,which has certain reference significance for the continued advancement of the judicial system reform.
