The system reform of the county directly administered by the province is an important part of the reform of the administrative management system in our country.Its purpose is to achieve a flat government structure,further improve management efficiency,and stimulate the vitality and motivation of the autonomous development of the county economy.From the perspective of organizational establishment management,the reform of the province directly managing the county is also an important way to optimize the allocation of institutional resources.The establishment and management of institutions is an important basic work to strengthen the party's governing ability and the construction of state power.It has a strong comprehensive,policy,and political nature.It affects the party's governing ability and level,and affects the government's administrative ability and administration.efficacy.With the deepening of the reform of the administrative management system,the content of organization establishment and management has been continuously enriched,and after several reforms and improvements,some results have been achieved,but there are also many problems.Especially under the provincial direct management system,there are many contradictions and problems in the establishment management at the county level.In the face of development in the new era,how to further optimize the establishment management is very worthy of research.This paper studies the current status of F's direct management system reform andthe standardization of organizational establishment management,analyzes the advantages and challenges faced by F's organizational establishment management under the provincial direct management county management system,and deeply explores its existing problems,such as Historical issues are not resolved,management systems are not standardized,institutional responsibilities are unclear,and supervision mechanisms are incomplete.An in-depth analysis of the reasons revealed that the inadequate transformation of institutional functions,inadequate management systems,low levels of informatization construction,and inadequate legalization construction were all restrictive factors in the establishment and standardized management of agencies directly administered by counties.Combining provincial-levelmanagement norms with the actual situation of F City,it puts forward suggestions to solve the problem,such as further clarifying the work direction of the organization establishment department and integrating the organization establishment management work into the overall development situation;accelerating the transformation of functions and improving the institutional mechanism;establishing the establishment establishment dynamic Management system to improve the level of informationization construction;establish a coordination mechanism between subordinates and departments to consolidate the strength;strengthen the legal thinking of organization establishment management and increase supervision and inspection;strengthen the establishment of the organization establishment talent team to promote more standardized organization establishment.
