Researching On Purchasing Vocational Training Services By Shanghai Municipal Government

Since the 1990 s,Shanghai began to carry out large-scale state-owned enterprise reform and industrial restructuring,and millions of laid-off workers have gone to the labor market.The reform and development of social economy put forward new requirements for the functions of the government.In this context,the Shanghai government proposed to purchase the results of vocational training services in order to improve the skills and quality of workers competing for posts and stabilizing employment.Up to now,the annual vocational skills training in Shanghai has been maintained at more than 1 million person times,accounting for about 10% of the national total.It has achieved certain results and become a model for governments all over the country to learn from each other,but there are still some problems to be improved.On the basis of summing up the research results of domestic and foreign scholars on government purchase of vocational training services,this paper constructs the analysis framework of Shanghai government purchase of vocational training services on the basis of public service theory,third-party governance theory and new public management theory.At the same time,using three research methods of literature research,field interviews and case studies,taking Putuo District government's purchase of vocational training services as an example,this paper explores the current situation,operation mechanism and problems to be improved of the booming government's purchase of vocational training.This paper is divided into six parts.The first part describes the research background and significance,analyzes the research status at home and abroad,and introduces the research objectives,contents and research methods.In the second part,the related concepts and theoretical basis of government purchasing vocational training service are clarified.The third part,through combing the basic situation of Shanghai government's purchase of vocational training services,analyzes and studies its development history,current policies and implementation status,including classified implementation of policies,the establishment of performance management system and directory publicity system,the establishment of platform and the authorization of thirdparty evaluation mechanism supervision.The fourth part,the practice analysis of Putuo District government's purchase of vocational training services,through interviews with the multi stakeholders who participate in the project of Putuo District government's purchase of vocational training services,analyzes its current situation and achievements.The fifth part analyzes the problems and causes of Putuo District government's purchase of vocational training services.On this basis,the sixth part of this paper puts forward suggestions to improve Shanghai government's purchase of vocational training services from three aspects: Transformation of functions,establishment of systems,optimization of systems and methods.The purchase of vocational training service by Shanghai government is the main way to improve the value of human capital and the level of employment in Shanghai and to ensure the quality of employment,which also lays the key foundation for the construction of Shanghai vocational education system.The purchase of vocational training services by Shanghai government needs continuous improvement in practice to improve the effectiveness of the purchase of vocational training services by Shanghai government.
