Study On The Purchase Patterns Of Sports Public Services By Shanghai Government

With the development of economics and the improvement of people’s living standards, theresidents’ growing need of public sports services is in a trend of diversification. However, this hasbrought great pressure to our current not-so-perfect sports public service system. To ease thepressure and improve the quality and efficiency of sports public services, the implementation ofgovernment’s purchase of sports public services is coming soon. Although Shanghai is one of theearliest cities that started government purchase pattern, as a fact, there are still a lot of deficiencieson standardization and systematicness of the government purchase because of the lack ofexperience and theoretical study.Starting from the background and significance of the government’s purchase of sports publicservices, this paper is based on the theory of new public service, public goods and resourcedependence. Using various methods such as literature references, case studies, expert consultationand so on, it aims to explore the problems on the patterns of purchase sports public services inShanghai. Through the studies on three cases: Jing’ an District’s purchase of cage soccer fieldservice, Yangpu District Education Bureau’s purchase of swimming services and the open biddingof public sports leagues, this paper analyzes the current situation of the purchase pattern of sportspublic services by Shanghai Government and concludes the achievements and the problems.Among the three government purchase patterns: formal, commissioned, and contractual, thecontractual government purchase pattern is the most scientific and systematic, and it is thedevelopment direction of Shanghai Government’s purchase of sports public services. The paperputs forwards the contractual purchase pattern of sports public services and designs feasible workflow by using SWOT-PEST to analyze the environment of Shanghai Government’s purchase ofsports public services. Based on the flow of government purchase, the feasible seven steps it raises are as follow: understand the needs of the residents, confirm the purchase projects; clear fundingsource, arrange the budget; make purchasing plan, determine purchase patterns; announcedpurchase programs, public tendering; select winning object, establish contractual relationships;fulfill contract, monitoring service delivery; assessment Services effect, pay for the purchase.Aiming at achieving the development of contractual purchase pattern of sports publicservices by Shanghai Government, this paper puts forward the establishing appropriate systemguarantee and ensuring the external driving force of government purchase sports public services.From the strategies above, the paper hopes to provide a basis for the contractual purchase patternof Shanghai Government and offer some references during the practicing of ShanghaiGovernment’s purchase of sports public services.
