| In recent years,with the emergence of the "Internet +" concept and the development of the sharing economy,the integration of the transportation industry and the Internet has also created a new way of travel,known as the online ride-hailing.Unlike previous cruising taxis,online ride-hailing have the characteristics of instant matching and instant transactions,overturning traditional travel methods and revolutionizing the traditional travel market.On the one hand,the rapid development of online ride-hailing has effectively eased the pressure on urban public transportation and the phenomenon of “difficult taxis”,making the public’s travel more convenient;Improving the utilization of resources,enriching the travel modes of passengers,while providing more employment opportunities,and promoting economic development.However,while the ride-hailing platform provides personalized and diversified services to the public,problems such as regulatory gaps and frequent accidents have also occurred.So,how to manage the online car rental platform in accordance with the law,regulate the online car rental operation,and promote the stable and healthy development of the online car rental market is the most urgent and need to be solved at present.From the perspective of the platform governance subject,many domestic scholars believe that the government,the online car platform companies and the public should cooperate to manage the online car platform.The focus of this article is to study how to manage the online car rental platform from the perspective of the government,promote the healthy and stable development of the online car rental market,and better protect the interests of the public.The reason why I only choose the government as the main body to manage the online ride-hailing platform is because there is less research on this part at present,and I hope that the government’s governance of the online ride-hailing platform can be analyzed as clearly as possible.At the same time,in the theoretical part,it also analyzes the shortcomings of platform companies and the public on platform governance,as well as the role of the government in the governance of online ride-hailing platforms,and lays the foundation for the research of selecting the government as the subject.Of course,it not only explains the government’s requirements on the network ride-hailing platform companies,the network ride-hailing drivers and vehicle qualifications in the process of governance of the online ride-hailing platform,but also elaborates on the problems that the government has in managing the online ride-hailing platform.This article uses game theory analysis methods to clarify the government’s need for governance as an online ride-hailing platform;on the other hand,it also analyzes the problems in the governance of online ride-hailing platform.Specifically,the government does not have the main body,there are only platform enterprises,and there are games between government and platform enterprises.This illustrates the government’s need for the governance of online ride-hailing platforms.At the same time,through the game analysis of the two dimensions between the central government and local governments,as well as between government departments,the problems existing in the government governance online car platform are resolved.Based on this,the government’s policy recommendations for the governance of online ride-hailing platforms are mainly matched with central legislation and local rules;clarifying departmental responsibilities and implementing cooperative governance;establishing and improving systems to ensure passenger safety;and at the same time,information feedback mechanisms should be improved.In this way,the purpose of standardizing the operation of the online ride-hailing platform and the healthy and sustainable development of the online ride-hailing vehicle are achieved. |
