As a typical representative of the emerging Internet business model,online car-hailing has also had a broad impact on China's economy and society.Through the Internet platform carried by smart phones,online ride-hailing can realize the effective link between demand and supply information,effectively solve the problems of high empty driving rate and difficulty in taking a taxi caused by information asymmetry,increase passengers' choice of travel,and improve the efficiency of taking a taxi.This kind of innovation not only brings convenience to consumers,but also affects the "cheese" of the traditional taxi industry.The interests of the two parties are very fierce.With the central have been out of the network car-hailing compliance documents,this thought ushered in the dawn of the development of online car hailing.However,with various local network about car regulation rules have issued,it is questionable whether local governments have strict limits on net about car,on the net about car driver qualification requirements and specific standards of the vehicle and operating requirements put forward the stringent standards,after the implementation of the New Deal,the consumer can make an appointment on net about car platform vehicle decreased dramatically,"difficult to take a taxi,a taxi,you come back," consumer welfare generate large losses,fair competition in the market are destroyed.This paper starts from the interest group theory to explore the reasons for the formation of the government's regulation policy on ride-hailing in China and its future development direction,in order to provide more effective regulation for the government.First of all,this paper uses the relevant theory of government regulation to sort out the process and current situation of the government regulation of online car hailing,and concludes that there is a phenomenon of regulation failure in the government regulation of online car hailing,which leads to the loss of social welfare.Secondly,by using the theory of interest group regulation and the theory of public choice,this paper analyzes the regulation demand,influence and behavior of each interest group in the regulation of online car Hailing government.Thirdly,the paper constructs the government regulation decision-making model to analyze the causesand development prospects of the government regulation of online car Hailing.Finally,the paper analyzes the influencing factors of the government regulation of online car Hailing with the help of Pearson correlation analysis method in SPSS.To sum up,this paper draws the following conclusions: taxi interest groups are also the most influential interest groups in the regulation of ride-hailing governments;Driven by the powerful influence of taxi interest groups and the consideration of their own rent sharing,local governments have adopted strict access regulation policies for online car hailing.With the change of the power of various interest groups,in the long run,the government regulation of ride-hailing tends to be relaxed.
