The report of the 19 th National Congress of the Communist Party of China mentioned that "socialism with Chinese characteristics has entered a new era,and the main contradictions in Chinese society have been transformed into the contradiction between the people's increasing needs for a better life and unbalanced and inadequate development" and "continuously promoting "Comprehensive development" means that both aspects of the main contradiction are not only in the field of economic development, but also in the field of social development, which means that in the future, social development and social construction will be given more attention and focus. And in the report clearly stated "to promote the formation of a new pattern of comprehensive opening up" to promote the building of a trade power. In September and October 2013,China proposed a cooperative initiative to build the “New Silk Road Economic Belt” and “21st Century Maritime Silk Road”.As the initiator and participant of the “the Belt and Road Initiatives” initiative, the state of development for China and the “the Belt and Road Initiatives” is similar. In order to better reveal the impact between trade and human development,in the context of the new era, while building a trading power, coordinate the two aspects of economic growth and environmental protection,so as to achieve a higher human development index. From the perspective of a more comprehensive mechanism test of the impact of trade on human development as the starting point, this article uses the literature analysis and research methods to lay the foundation for theoretical analysis and model construction. It uses a combination of qualitative analysis and empirical analysis research methods to examine in detail the mechanism of trade openness affecting human development. This article first qualitatively describes the development level of the countries along the “the Belt and Road Initiatives” and the status quo characteristics of human development, and then uses the human development index to introduce economic growth and environmental governance. It not only theoretically analyzes the impact of trade openness on the humanity in the “the Belt and Road Initiatives” regions.Development level mechanism, and select the panel data of trade openness and human development index of 54 countries in the “the Belt and Road Initiatives” region from 2008 to 2017,and empirically test the level of human development by trade openness based on benchmark regression models and robust measurement and extended measurement models. And further explore the intermediary mechanism that trade openness is positively affecting human development from the perspectives of economic growth and environmental governance.Based on benchmark regression and robustness test results, empirical analysis shows that:(1)trade liberalization can promote the development of human development levels;(2)the opening of trade in services has a greater impact on the level of human development than the opening of merchandise trade;and(3)the opening of trade through the economy the two major channels of growth and environmental governance affect the level of human development.Drawing on the experience of the countries in the “the Belt and Road Initiatives” region in terms of human development level, combined with empirical results, taking the openness of trade and its impact on human development level as the starting point and end point, put forward four policy recommendations for the development of China's human development level:(1)Differentiated development policies to reduce the overall development gap;(2)Change the mode of trade development and increase the overall level of trade openness;(3)Further optimize the trade structure and increase the openness of service trade;(4)Focus on economic development and implement environmental governance.Adopting the above-mentioned four policy suggestions will help promote better and faster development of China's trade and human development.
