Political participation is an important means for citizens to communicate political will,restrict government behavior and realize their political rights.It is also an important indicator to judge whether the politics of various countries are democratic.Political participation has always been an enduring research topic in the field of political science.Since the 1940 s,with the rapid development of Internet technology,there has been a new way for citizens to participate in political participation-network political participation.As a supplement to the way of citizen's political participation,network political participation has many advantages over traditional political participation,such as simple and direct participation,equal anonymity of participants,low cost of participation and so on,which provides a rare opportunity for the democratic political construction of all countries in the world.But at the same time,the network political participation also has its negative side.Because of the diverse motivations of citizens' network political participation and the difficulty in controlling the participation process,the healthy and orderly development and governance of network political participation in various countries have brought great challenges.Therefore,the comprehensive and in-depth study of network political participation is an urgent problem that can not be avoided in the process of political construction in modern countries.In 2011,it was an extraordinary year for the countries and citizens in the central and northeast Africa region.A sudden revolutionary storm swept the region,which Western scholars call "the spring of Arabia".The storm caused political turmoil in many countries and even regime change in some countries.Besides the autocratic rule,rigid regime,government corruption,slow economic development,high unemployment and other reasons,Internet participation also played an important role in the outbreak of the revolution.As a result,this revolution is also known as "wiki revolution" or "Twitter revolution".As Arabia 's Libya,non institutional network political participation has an important impact on the regime change of Libya.This paper argues that in the regime change of Libya,citizens' online political participation is mainly reflected in citizens' browsing information,expressing political opinions,discussing political issues,dialogue with the government and online political action through the Internet.In thisprocess,it mainly shows four characteristics: young citizens as the main force of participation,rapid network aggregation,citizens' chaotic and disordered network political participation,and government departments' passive response.Through the specific analysis of the influence of network political participation in the change of Libyan regime,this paper makes an in-depth study on the digital divide,network rumor,blind obedience of network participation and group polarization of network participation in the change of Libyan regime,and summarizes the countermeasures to promote the whole network political participation in a healthy,orderly and rational direction Comments.
