Research On The Government Responsibility In The Development Of Hohhot Private Primary And Secondary Education

With the steady development of Economic Reform and opening up,the cultural needs of people are continuously increasing.According to our Party’s and national established policy—“Educational development should be our national priority development strategy”,our government has already concentrated more on the public education,not only in financial support but also in educational materials,meanwhile,our government begins to guide,support and encourage the development of private education.Up to now,private education has already played a more and more significant part in our national education,so as to private primary and secondary education,focusing on international and diversificative education system,especially in practicability and operability.However,we cannot overlook many restrictive factors in the development of private education.Private education has exclusiveness and competitiveness,which has an unsteadily and continuous negative effect on the development of private primary and secondary education.It is the same with the prejudice against private education and non-equal treatment based on the government policy.This paper takes Hohhot as an example,expecting and analyzing the government responsibility in the development of private education.First,some relevant researches are largely analyzed both in China and in other countries.Second,three principles are taken out to support the government responsibility.What’s more,it summarizes and analyzes the current situation of Hohhot to put forward some suggestions about government functions,legal regulations,and supervisory systems and so on.
