The supply of basic education is the basic responsibility that the government must perform.As far as China's current actual situation is concerned,compared with the rapid development of the social economy in the past forty years,the development of basic education has made great achievements.However,the unbalanced and inadequate development of public basic education has become a very important issue.As a supplement to public education,China's private basic education has filled the shortage of public basic education and made a significant contribution to the development of basic education in China.In recent years,the government has issued a number of policies to promote the development of private basic education.The most important thing is the adoption of The Law of the People's Republic of China on the Promotion of Private Education,which was adopted at the 24 th meeting of the Standing Committee of the 12 th National People's Congress on November 7,2016,and was implemented officially on September 1,2017.This law establishes the direction and keynote of private education reform and points the way for the further development of private education.However,in the actual process of running a school,there are still many problems in the development of private basic education.When formulating policies and implementing measures,the government often “closes the public” and prefers public schools.When the government treats private basic education,it is more of a single role as a regulator.Government responsibility has been inadequate in terms of financial support,supervision and other administrative management,which has made it difficult for the government to implement the policy measures for private basic education.Private schools provide basic education that should be provided by the government.Such supply of public goods does not mean that the government can reduce its responsibilities.Similarly,the government is not a provider of private basic education,nor does it mean that the government does not have to shoulder the responsibility of private basic education.The government's responsibility dimension should not only include a single regulatory dimension.Political law,financial support,and maintaining equity are all important factors in government responsibility.Taking the government responsibility as the research perspective,this paper takes the private school of Longhua District of Shenzhen as the research object,and uses the case analysis method and the theoretical functions of government function theory and public ethics theory to start from the two dimensions of political law and administrative management.It is divided into four aspects: law,supervision,financial support and ethic.It studies the government's responsibility in the implementation of private basic education.The paper is in three parts.Firstly define the relevant concepts,theoretically explain the content of government responsibility,and state the necessity of two analytical dimensions.Secondly,taking the responsibility of the Longhua District Government of Shenzhen in the implementation of private basic education as an example,it analyzes the problems existing in the government's implementation of the responsibility of private basic education,and clarifies that the lack of government responsibility is the root cause of the problem.Finally,it puts forward suggestions for improving the corresponding responsibilities of Longhua District Government.
