| In the international community,the proportion of the population aged 60 or above to 10% of the total population or the proportion of the population aged over 65 to 7% of the total population is generally used as the standard for the country or region to enter the aging society.According to the results of the 2000 National Population Census,the number of people over the age of 60 in China reached 130 million,accounting for 10.2% of the total population.The population of people over the age of 65 has reached 88.11 million,accounting for 6.96% of the total population,China has entered an ageing population.With the aging of the population,the "empty nested village" "hollowing out" problem has become more common,and the number of empty nest elderly has also increased substantially.The problem of raising old people in empty nest has become increasingly prominent.Addressing the problem of providing pensions for empty nest elderly in rural areas is not only related to rural old-age support for the elderly,but also to social harmony and stability.It is also an inevitable requirement for the party to implement the strategy of rejuvenating the countryside.This paper takes the government responsibility of the elderly in empty-nest old people in Hohhot as the research content,expounds the relevant concepts,the theoretical basis and the responsibility and the necessity of the government in solving the problem of the elderly in the rural empty nest elderly.Combined with questionnaire survey and field visits,this paper analyzes and explains the status of government accountability for the elderly in empty-nest elderly in Hohhot,and analyzes the existing problems and causes.Drawing on the advanced experience of domestic and foreign provision of elderly care services for empty nest elderly in rural areas,on this basis,proposals were made for Hohhot City to fully implement the responsibility of rural elderly care for empty-nest elderly people. |
