| The rural minimum living security system is the most important system in the field of people’s livelihood security in China.It is the fastest-growing,most effective and most effective system in the field of social security since the founding of the people’s Republic of China.Since 2006,Inner Mongolia began to explore the implementation of the minimum living security system in rural pastoral areas,one year ahead of the national implementation,which was the first of the six practical things in the field of people’s livelihood security in Inner Mongolia Autonomous Region.The continuous development and improvement of the minimum living standard system in Inner Mongolia’s rural pastoral areas is of great significance to the promotion of social equity,the development of the whole people and social harmony in Inner Mongolia.The requirements of the 19 th National Congress of the Communist Party of China "over all planning of urban and rural social assistance system,and improvement of the minimum living security system",put forward new and higher requirements for further improvement of the minimum living security system in rural pastoral areas.In recent years,with the continuous expansion of the subsistence security system in Inner Mongolia’s rural pastoral areas and the urgent situation of poverty alleviation,the subsistence security system in rural pastoral areas has also exposed some problems in the implementation process: in particular,the number of subsistence security people in Inner Mongolia’s rural pastoral areas increased from 1156000 in 2010 to 1289000 in 2019,and the difficulty of subsistence security exit in rural pastoral areas has become the focus of social security issues,It is a big problem that must be faced to build a well-off society in an all-round way and improve the social security system.This paper focuses on the problem of the minimum living security system in Inner Mongolia rural pastoral areas in recent years,using the questionnaire survey method to obtain the model data,to build the model of the impact of the rural pastoral areas of the minimum living security withdrawal,through empirical analysis,it is found that the personal factors of the elderly,serious illness,low education seriously affect the withdrawal of the rural pastoralareas of the minimum living security object.On this basis,through the policy analysis,it leads to the withdrawal of the low-income insurance object difficult pension,medical and other related fields of policy is not perfect,the accuracy of checking the income and property of the low-income insurance in rural pastoral areas is low,the problem of binding the low-income insurance welfare in rural pastoral areas,the problem of unequal rights and obligations of the low-income insurance object in rural pastoral areas,welfare dependence and other reasons.Finally,this paper puts forward some countermeasures and suggestions based on this reason,in order to provide reference and help to solve the problem of the exit of the minimum security in Inner Mongolia rural pastoral areas. |
