A Research On The Perfection Of Exit Mechanism Of The City Residents' Minimum Living Standard Security

To further improve the city residents' minimum living standard security system, we must start from each aspects of the mechanism. This paper studies how to improve the city residents' exit mechanism for minimum living standard security system and its counter measures. At present, the effect of exit mechanism of city residents' minimum living security system in China is not so optimistic. From the macro aspects: dynamic management should be further strengthened, “hard withdraw”phenomenon is still very serious, a number of the system's membership is composed of the labor-abled security personnel; however, in the micro aspect, the corresponding research work has been started relatively late, and the degree of study work is relatively shallow. The main purpose of this paper is based on how to make perfect the exit mechanism of minimum living standard security system, and make out the corresponding countermeasures. In this paper, the research work is gone through two aspects, theory and empirical analysis, then to make summary by the combination of theoretical and empirical analysis. The theory mainly concentrated in the first and the second chapter, the two chapter defines the main concept,the policy objectives and policy framework, introduces work flow and make the evaluation of exit policy. The part of empirical research mainly concentrated in the third chapter, this chapter mainly discusses the general situation of the data source, and introduces the design ideas of the survey. Through the combination of theoretical empirical, based on the analysis of individual objects, study why they would be unwilling to exit,mining their survival strategy,so as to find out the exit mechanism' existing problems, finally in the last chapter make a conclusion and find out the countermeasure for the exit mechanism.43 respondents in a community of Urumqi have been surveyed with questionnaire investigation and with interview, the results of the survey and literature research are roughly the same, those who have the ability to work contains a large number of the system's membership, however the reason why they are not willing to exit from the system is not the "laziness", most members have great expectations on jobs. When they can not achieve self-reliance through formal channels, only can they take the hidden employment to maintain family life. Blind criticism for hidden employment can't resolvethe substantive issues. we should improve the institutional level: to introduce a negative income tax system, refine the classification of social security, establish multi-level security standards, improve the urban poverty monitoring system improve employment gradually retreat mechanism and employment linkage mechanism and formulate a clear exit mechanism in the legal level.
