The year of 1978 witnessed the beginning of reform and opening-up- a profound change throughout Chinese society of which the major accomplishment is the path to modernized socialism with Chinese characteristics. The great practice, accompanied by arduous explorations, has revitalized socialism, made significant achievements,and produced valuable experiences over the past thirty years. A review of its historical course, therefore, is critical in our efforts to deepen comprehensive reform and achieve the “two centenary goals”.1It also provides insights to the future and destiny of socialism at large.The late-1970 s reform is a systematic, complex project, and was aimed at socialist construction in general from the very beginning, instead of focusing on any specific area or individual issue. To review its history, therefore, requires a comprehensive approach so as to reflect the entire landscape of reform in economy, politics, culture,society and other fields. To this end, the paper set out to view the topic from the CPC’s understanding on the laws of reform, a perspective that showcases the dynamism of theory and practice. Also, the paper employed with document analysis,closely examined the Party’s records of major events, meetings, policies and other official literature including remarks and memoirs of the Party officials, and drew basic experiences in conclusion.In light of width and depth of the reform, the paper divided the course of reform into three historical periods, and addressed them in the first three chapters respectively,namely Chapter I – Explorations in All Fields(1978.12-1992.2), Chapter II- Pressing Ahead in All Respects(1992.2 – 2013.11), and Chapter III – Deepening Comprehensively(2013.11-).In the first period, kicked off at the 3rd Plenary Session of the 11 th Central Committee of the CPC in December, 1978, the CPC conducted reforms in economic, political,cultural and other fields on a trial basis – this is why it is called Explorations. Then,marked by the publication of Deng Xiaoping’s remarks during his inspection tour to southern China in February, 1992, the CPC’s understanding on the reform reached a new height. The Party has established the objective of economic reform, built the basic framework of socialist market economy, and set the goals of reforms in other fields in light of economic progress – this is why it is called Pressing Ahead in All Areas. Finally, the adoption of the Decision of the CCCPC on Some Major Issues Concerning Comprehensively Deepening the Reform at the 3rd Plenary Session of the18 th CPC National Congress in November, 2013, saw the beginning of the third period. The document, for the first time, integrated the objectives of reform in various areas into one overall goal, made the reform more systematic and coordinated, and demonstrated the CPC’s achievements on theories and practices of reform – this is why this period is called Deepening Comprehensively.The paper concluded with seven basic experiences. Firstly, to constantly free up our minds; secondly, to uphold that the reform is the self-improvement of socialist system;thirdly, to make the emancipation and development of productive forces, the well-being of the people, as the fundamental task and ultimately goal of the reform;fourthly, to combine trial-and-error method with top-level design; fifthly, to deepen reform and open wider to the outside world; sixthly, to combine reform, development with stability; seventhly, to uphold the CPC’s leadership.The paper also proposed two points in summary:(I) reform requires constant application of theory to practice. As long as we press ahead with the reform and never pause, so does the theoretical innovation;(II) according to the spiral pattern of reform exhibited during the last 30 years, periodical setbacks are probable in the near future.However, the progress that follows accordingly would play a decisive role in the success of the reform.
