A Study Of The Filing System Of Administrative Normative Documents Under The Background Of Institutional Reform

Administrative normative document is the important premise for the government offices to exercise authority lawfully and legitimately.Administrative normative document is closer to the daily life of people because of its huge quantity and tangible influence.The 19 th National Congress clearly proposed to speed up the improvement of China's legislative system.As institutional reform proceeds,it becomes more and more important to study how to improve the filing system of administrative regulatory documents.This paper chooses local administrative legislations as research objects,and analyzes the new filing system of administrative regulatory documents.We find that the system still has some questions: lack of uniform legislation,having birth defects,new conflict by the institutional reform,poor coordination with judicial collateral reviews and so on.This paper thinks that we can improve the filing system of administrative normative documents by unifying administrative legislation,perfecting the mechanism for public participation,extending review system,enhancing the initiative of censorship.On this basis,we will improve the legislative quality of administrative normative documents and protect public rights better.
