Research Report On Improving Public Legal Service System In Changzhi

This paper is based on the " Research on Improving the Level of Public Legal Services and Resolving Social Conflicts and Disputes" which is a key special project of Shanxi Provincial Law Society in 2019.The data of this paper comes from the statistical investigation of the public legal service system construction and public legal service work of the 12 counties in Changzhi City in the past three years.We collected the data which is the local people’s understanding of public legal services through questionnaires.And we interviewed the staff of the Judicial Bureau and its subordinate units.Through field research and data collection,we have completed this research report.Based on the reality of Changzhi public legal service,we find that Changzhi Municipal Government has completed the full coverage of the four-level public legal service entity platform of the city,county and village.The "12348" public legal service hotline platform has been upgraded.And the network platform construction of "China Legal Network" and "Shanxi legal network" has been gradually promoted,and the overall work is in the forefront of the province.The overall work is in the forefront of the province.However,there are still some outstanding problems in the public legal service,such as insufficient funds guarantee,poor basic public legal service and low social participation.Therefore,this paper aims to explore the achievements and shortcomings of Changzhi City’s public legal services,and try to put forward targeted solutions suitable for the region.This research report is divided into three parts,as follows:The first part is to show the achievements of the public legal service team construction in Changzhi city according to the research data.This paper expounds the construction status of lawyers,notarization institutions,legal aid institutions,grassroots legal service offices,people’s mediation organizations and judicial expertise institutions in Changzhi city.And we also demonstrate the achievements of the public legal service system construction in Changzhi city,discuss the public legal service system in Changzhi city from the realistic situation.The second part is the problems in the construction of public legal service system in Changzhi city.These problems are insufficient funds for public legal services;unbalanced development of public legal services;weak public legal services at the grass-roots level;insufficient personnel and poor quality of public legal services;low social participation in public legal services;lack of construction of public legal services system,insufficient service supply projects and narrow service fields.This paper also briefly analyzes the reasons.The third part mainly expounds the basic countermeasures of the construction of public legal service system in Changzhi city.This part expounds my suggestions and measures from six aspects in view of the shortcomings of Changzhi City’s public legal service.They are to increase investment and guarantee,increase investment and guarantee,consolidate infrastructure construction of public legal service and improve working system,pay attention to service team construction,establish assessment system and training system,build special public legal service area at grass-roots level and strengthen publicity and guidance,learn from advanced experience of public legal service and guide practice with theory.
