Just before the end of WWII,in order to deal with the post-war issues,the Allies decided to set up the Council of foreign ministers(CFM)at the Potsdam conference in 1945.And the KMT government accepted the invitation of Powers to become a member of the Council.The CFM in Moscow in 1947 was the fourth meeting of the CFM mechanis.Its original agenda was 9 European issues.Although China did not participate in the meeting,the Soviet Foreign Minister suggested to include Chinese issuse in the agenda and urge the United States to withdraw troops from China,what has triggered a series of different reactions from various parties in China.Among them,a movement to safeguard sovereignty organized by the KMT was on the surface protesting against the Soviet Union,but actually defending the US military to station in China.This article focuses on the US-USSR controversy over China at the CFM and Chinese response to analyze and evaluate the foreign policy of KMT Government.The article is composed of three parts: introduction,text and conclusion.The first chapter of the text mainly introduces the discussion of the China issue at the CFM in Moscow.It also reviews the establishment of the CFM and China's efforts in previous CFMs.Under the exclusion of the great powers,the KMT's participation in the meetings failed to achieve its goals,and ultimately lost the opportunity to participate in the mechanism.Chapter two mainly discusses the reaction of the Chinese forces to the discussion of the China issue at the CFM.Meanwhile,it also focuses on the beginning and end of the movement to safeguard sovereignty.The CCP and various democratic parties hope that the CFM can be used to prompt the United States to withdraw its troops from China and stop interfering in China's internal affairs.The KMT organized anti-Soviet and anti-Communist movements in the major cities of the KMT controlled areas,accusing the Soviet Union of infringing onChina's sovereignty,while also targeting the CCP.Chapter Three examines the relations between China and the four great powers through the movement.In order to win the civil war,KMT not only maintained interference of the United States,but also betray sovereignty on the issue of Sino-British relations and Sino-French relations.While for the Soviet Union,which urged the United States to withdraw,the KMT Government organized a protest movement.The conclusion is a breif summary of the CFM in Moscow and the movement.In the process of participating in the CFM,the KMT Government was constrained by great powers,which caused serious damage to national interests.However,during the Meeting,the KMT Government tended to rely on the support of other powers by making use of sovereignty.When war was collapsed,the KMT begged the great powers to intervene and mediate.But they use the principle of non-interference to refuse the request.The diplomacy of KMT that relied on big powers and betrayed sovereignty failed completely.The article argues that pursuing an independent foreign policy in relations between great powers helps to maintain the integrity of national sovereignty and is also an inevitable choice to safeguard national interests.
