Research On Optimization Of Social Insurance Services In Tianjin From The Perspective Of Internet + Government Affairs

With the rapid development of Internet + government affairs,online government affairs have provided multiple services for the public,while traditional forms of social insurance services have been unable to keep abreast of the times.In 2016,the Ministry of Human Resources and Social Security proposed a new goal for the service work of the social insurance sector during the "13th Five-Year Plan" period,which bases on the social insurance project,uses the social security card as the medium,and innovates the service mode with the help of Internet technology.The requirement of zero contact handling that comes upon the epdemic has provided more impetus for social insurance online services,and social insurance services,as the basis of people’s livelihood,are facing a transition stage.It has more practical significance to study the optimization of social insurance services in Tianjin from the perspective of Internet + government affairs.There wiil be a summary for internet and goverment event in the paper first of all,social insurance services,online social insurance handling and so on.Through literature analysis,interview,survey and more,this paper evaluate the status quo of social insurance services in Tianjin,and finds out the real demands of the public at the present stage as well as the emergency measures of social insurance after the epidemic.Secondly,this paper has discoverd several problems such as the lack of online business types,poor data linkage among regional departments,the need to optimize the online handling mode,and the inability to guarantee information security technology.On the basis of empirical research,the reasons are drawn based on relevant problems,including different audience groups,insufficient publicity,platform construction at the initial stage,and weak awareness of information security.At the end,based on seamless theory of government and the new public service theory,the paper advance some improvement measures for the social insurance service from the perspective of Internet + government affairs,such as risk control,the promotion of online handling concept,the realization of paperless office,and the enhancement of public participation,which would provide experience for accelerating the transformation of social insurance service.
