The Research On The "Co-building And Co-Governance" Between Grassroots Party Building And Community Governance

Grassroots party building and community governance are the cornerstones of national governance system.The transition from "danwei" to "community" leaves vast social space for the actions of grassroots party,grassroots governments,residential committees and social organizations.With the vertical organizational system,grassroots party have achieved coverage of grass-roots society effectively,and grassroots government and residential committees have cultivated plenty of social organizations and sprouted the public rationality in the community reform.The interweaving of the party organization system,administrative organization system and autonomous organization system made the fundamental change in the separation between grassroots party building and community governance.The Third Plenary Session of the 18 th CPC Central Committee planned the construction of national governance system at the top-level design,and the report of the 19 th National Congress put forward new requirements for the grassroots party building and community governance,which promote the deep integration of grassroots party building and community governance.Based on the background of deepening the reform of the community system,there are two strategies integrating the vertical organizational system with the horizontal social relations,which are the open construction of grassroots party organizations and the socialized reform of the community in Nanjing.This paper puts forward the action strategy of "co-building and co-governance",which work in the same direction and open up two relatively independent governance system in order to build the road of community development with Chinese characteristics.The "co-building and cogovernance" stems from the common intrinsic property,common value pursuit and grassroots negotiation platform,and exerts influences in resource integration,public service supply and public participation.However,there are some barriers such as the imbalance of governance space,the legacy of administrative control orientation,the absence of public rationality and the capture of governance technicalism.In order to promote the "co-building and co-governance",it is vital to start with system innovation,power interaction,system generation,and value return.
