A Research On The Path Of Grass-roots Party Construction Leading Community Governance

The key to running China's affairs well is the CPC.The cause of socialism with Chinese characteristics has entered a new era.To adhere to socialism with Chinese characteristics in the new era is to adhere to the comprehensive leadership of the Chinese Communist Party in the implementation of political,economic and cultural life.General Secretary Xi Jinping emphasized: "The community is the 'last mile' of the party and government to contact and serve the residents." The special orientation of the community has led to the inevitable multi-subjects of the game points,the intersection of intricate interests,and the multiple points of complex contradictions.Therefore,this poses new requirements and challenges for community governance.In recent years,grassroots party building has made great progress in organizational construction,basically achieving the full coverage of party organizations at the community level,and leading the community governance to become an important part of community party building.On October 13,2018,the Symposium on Party Building and Urban and Rural Community Development Governance organized by the Sichuan Political Society was held in Tianfu New District of Chengdu.The conference summarized the achievements of Chengdu in the development of party building in urban and rural communities in the past period,which point out the right directions for community development and governance.As a new modern satellite city in Chengdu,X District not only shares the huge dividends released by high-speed development,but also undertakes the governance pressure brought by urban changes.X District seizes the deepening of the national community governance and service innovation experimental zone creation.The opportunity was to take the party organization as the core and the grassroots party building as the starting point to lead the urban and rural community development and governance,and achieved excellent results.This paper mainly focuses on the practice of community-based party building in the X District of Chengdu.In particular,the structure of the article is roughly as follows: The first chapter introduces the origin and significance of the topic,the review of domestic and foreign research,the methods ideas and the difficulties of the research.The second chapter defines the core concepts of grassroots party building,community,and community governance,and finds the party building theory,governance theory,and social capital theory as the theoretical basis for this article.The third chapter is based on the questionnaires and interviews.It analyzes the grass-roots party building leading community governance in the X area,and sorts out its experience and effectiveness.The fourth chapter analyzes the challenges of grass-roots party building in the X area in leading the process of community governance from the aspects of grass-roots party organization construction,residents' self-government construction,and utilization of community governance resources.The fifth chapter tries to explore the possible reasons that influence party building at the grassroots level to lead community governance.Finally,we puts forward the concrete path to improve the community-level party building to lead the community governance.Combining the useful explorations at the current stage in China and the actual situation of the communities in the region,some effective experiences and countermeasures are summarized.There are three main aspects: Strengthening the construction of grassroots party organizations is the organizational prerequisite for improving party building and leading community governance;further improving residents' autonomy is the key to consolidating community governance;innovation leading methods and mechanisms are the guarantees for giving play to the leading role of grassroots party organizations.
