Research On Opportunity Transformation In Community Governance Policy Implementation

Community is the most basic organization of urban governance and plays an important role in urban social governance.With the continuous development of the economy and society,China is in a period of economic and social transformation,and urban governance is facing new challenges.For the same street,when the tasks are arranged uniformly,different communities have very different understanding and implementation of policies,which leads to different developments.This article uses interviews,participatory observations,and comparative analysis methods to conduct field research on the Y community of Y Street,Pudong New District,Shanghai,and obtains first-hand data.Through the elaboration of the Y community development process,it further analyzes The Y community transformed policy tasks into development opportunities,and then analyzed the opportunity transformation process in the implementation of the garbage classification policy in detail: including the neighborhood committee 's understanding of the policy-absorption-transformation,community resource mobilization,specific implementation actions,and residents 'response promotion opportunities The effects of transformation and policy implementation reflect the transformation of superior policy tasks into economic,social,political,and cultural development opportunities for the community.And on this basis,according to the relevant theories of community governance,the reasons for the conversion of opportunities were analyzed in depth,that is,the needs of the Y residential area were analyzed from the aspects of limited development conditions of the community and the vigorous implementation of the "autonomy fund" project by the street.Based on the urgency of developing policy opportunities,the key factors that can seize the development of policy opportunities are analyzed in terms of the strength of "key people",effective incentives and supervision,and the continuity of effectiveness.Finally,from the importantleadership role of the neighborhood committee and the party organization,the important role of "gas station" and "lubricant" played by the emotional resources such as volunteerism,and the greater potential of the community's young forces,the paper summarizes the reasons why y community transforms the superior policy tasks into development opportunities,and makes the next step prospect,which provides reference for the development path planning of the old community.
