Exploring The Community Governance Of "village Conversion" In Rizhao City

This paper studies domestic and foreign literatures and find mang disadvantages,and find the concepts of the township to rural areas and collaborative governance of diverse subject.By analyzing the case of rizhao city as from the urbanization,non-agricultura,and find many problems in property rights,community governance,management of migrant population,autonomous system.There are three main reasons for the predicament of community governance.First of all,the government has formulated a power list,a responsibility list and a negative list,but the relationship between government and community is unclear.Secondly,residents' participation in community governance is not smooth.They have the rights to decide the way of community governance.but the ideas of residents can not be read by government.Thirdly,the idea of obeying the law is not mature.When problems appear,residents deal with it in their own way.The most important thing is to achieve good governance.Grassroots party organizations play a core leadership role,and it can help other social organizations to provide services.Basic public services and non-essential public services can be more comprehensive.We need to establish and improve the system of ensuring the rule of law.The local community legislation,the community characteristic legal service,the multi-level surveillance system should be put into the community governance macroscopic level consideration.To regulate community governance behavior by law.Use culture and education to guide residents to abide by basic moral standards.Make characteristic "village regulation civilian agreement" and build model of new village virtuous government.
