Navy Technical Institutions Of Scientific Research System Management Assessment Study

As technological researches in academies constitute essential part of those in the army, navy academies are responsible of fostering persons with abilities and developing arming, bearing the tenet of serving the army, serving the technological developments of the nation and personnel fostering. Since scientific research office was set. up with the infrastructure reforming in academies in 1999, the scale and efficiency of scientific research advanced greatly with the rising number of research tasks and ensuing enhancement of funds and personnel. However, the administration of scientific research turns out to be the choke point as new system relies on the systematic investigation of the structure and the operation of navy academies, which concerns the major study of this thesis- issues on building up system for scientific research in navy academies, together with the administration and evaluation.Firstly, researching background and innovation of the thesis are briefly introduced and methodological measures, and values of the thesis are presented. Related concepts as scientific research system and evaluation index system are clarified, followed by the investigation of the structure, guideline and index for evaluating the scientific research system, which aims at building up evaluation index system for navy academies. The modulus of the index are worked out through the method of modulus proto-eigenvector which provides general evaluation of comprehensive scientific researching power for navy academies, basing on the statistics of two major navy academies from 1991 to 2002 and the feedback from professionals through questionnaires designed for modulus of researching factors.And then, evaluation model for administration efficiency of scientific research is built, which relies on the consumption efficiency analysis and Markov random process. Meanwhile, the effect of administration on researchsystem and its operati ng principles are probed i nto with instances and analysis on model of relevance between scientific research management, input and output. Finally, the effect of research in navy academies on the nation and the army is qualitatively and quantitatively demonstrated. Conclusion and .suggestion are presented on the administration and operation of scientific research.
