Human resource is the most important and active factor in the organizing, and the management of human resource is the very important contents in the project management. The reserve force officer is the main body of the reserve force, and their competence level is directly related to the battle effectiveness. In the practical work of selecting the reserve force officer, the problem that needs to be solved in the reserve force is how to use the appropriate method to scientifically evaluate the competence of the reserve force officer.This paper researches the competence evaluation of the reserve force officer with many methods, such as the combination of quantitative analysis and qualitative analysis , the combination of quantitative analysis and qualitative analysis , mathematical statistics and expert opinions, etc. The main contents of this paper are as follows.Firstly, with the analysis of the qualifications and characteristics of the reserve force officer, the index system of the competence evaluation is established. Secondly, according to the evaluation index system, the evaluation method of the reserve force officer competence is set up. Thirdly, the quantitative analysis and qualitative analysis are combined together, based on the expert inquiry, the weight coefficient of each evaluation index element is given with Analytic Hierarchy Process method, and the evaluation model of integrated evaluation is established with Fuzzy Synthetic Evaluation method Grey Correlation method and the Total Number theory. Finally, an application research of the study is completed under the background of a certain example of choosing reserve force officer, which makes the research useful and having certain theory level.The study conclusion is an invaluable guidance and reference for the competence evaluation of all reserve service officers.
