| Since the development of Characteristic Towns in Jiangsu Province was launched in December 2016,a large number of characteristic towns have been established after three years of planning and promotion.However,compared with the western developed countries which have formed a more mature policy theory system of characteristic towns,the theoretical research on the development of Characteristic Towns in China is not complete,and there are still shortcomings in many aspects such as development path planning,policy coordination and coordination,transformation of system and mechanism.In the face of the complex and changeable economic situation at home and abroad,it has become a realistic and urgent task to speed up the construction and improvement of the policy security system of characteristic towns to adapt to the current social and economic development situation.From the perspective of the government,this paper first explains the concept of Characteristic Towns and policy tools,then classifies the policy tools of Characteristic Towns and illustrates the advantages and disadvantages of various policy tools of characteristic towns with cases.On this basis,the paper analyzes the main problems in the selection of policy tools for Characteristic Towns in Jiangsu Province: the low efficiency of policy tools for compulsory characteristic towns,the low degree of use of policy tools for voluntary characteristic towns,and the strong administrative color of mixed characteristic towns.The main reasons are as follows: the limitation of government function,the inadequacy of factor supply and the imperfection of evaluation mechanism.Combined with the problems and causes,the author puts forward three optimization suggestions: first,accelerate the transformation of government functions,establish policy tools to implement the network,and provide basic policy guarantee;second,strengthen the community cultural operation of small towns,strengthen the market-oriented operation ability of enterprises,and attach importance to the cultivation and introduction of high-end talents;third,create a good development atmosphere,improve the use efficiency and innovation of special funds New linkage financing service system. |
