Research On The Optimization Of Supporting Policies For New R&D Institutions In Jiangxi Province From The Perspective Of Policy Tools

The rapid rise of new research and development(R&D)institutions with their unique advantages has attracted the attention and care of governments at all levels.The relevant policies enacted by the government have played an important role in guiding and supporting their development.The characteristics of new R&D institutions determine the diversity and complexity of policies towards them.Differences in the definition of new R&D institutions and the focus of government attention on them in policies make it difficult for new R&D institutions to achieve effective development and achieve their goal of becoming centers for scientific and technological innovation.Therefore,further research on support policies for new R&D institutions is necessary.In policy formulation,it is essential to distinguish the rights and obligations of all participants,promote efficient collaboration,and ensure effective transformation of research results,which is also a critical challenge for ensuring the benign and sustainable development of different types of new R&D institutions.This study first reviewed existing research both domestically and internationally using a literature analysis method.Based on this,the study conducted research on policy issues for new R&D institutions using policy instrument analysis methods.Firstly,the development status of new R&D institution policies was summarized,and the basic characteristics of various policies enacted by Jiangxi Province were summarized.Secondly,the study identified three dimensions of analysis and constructed a corresponding indicator system for analysis.By collecting 105 policy texts on new R&D institutions in Jiangxi Province between 2014 and2022 and analyzing the content of policy texts one by one,the study conducted a quantitative analysis of the collected policies from three dimensions,namely policy objectives,policy tools,and policy efforts(X,Y,and Z dimensions).The results showed that there is a problem of imbalanced use of policy tools,with environmental policy tools being the most frequently used,while supply-side and demand-side policy tools need to be strengthened.In terms of achieving policy objectives,there is a problem of target-oriented deviation.In terms of policy efforts,the policy support for new R&D institutions in Jiangxi Province needs to be strengthened.Based on these findings,this study analyzed the reasons behind these problems from three dimensions.The main reasons for the imbalanced use of policy tools are the imperfect legal and regulatory control,the incomplete support of multiple policies,and the lagging development stage of policies.The main reasons for target-oriented deviation are the lack of focus on supporting result transformation,failure to guide market trends,and failure to provide effective positioning for institutions.The main reasons for the lack of policy efforts are the lack of support at the end of the policy system,the lack of universality in beneficiaries,and the overly centralized scope of the policy,as well as the low level of the issuing authority and inadequate collaboration.This study recommends that the government should focus on the practical needs of institutions,match their development goals,improve the support policy system,balance the structure of policy tools,and strengthen policy support effectiveness when formulating and improving support policies for new R&D institutions.
