Performance management and evaluation of public organizations has always been a hot area of academic attention,especially government performance management.After the third Plenary session of the 18 th CPC Central Committee put forward the idea of "promoting the modernization of the state's governance system and governing capacity," it has become an important reform issue to speed up the construction of a reasonable performance management system and evaluation methods and to improve the performance of government management.With our country entering a new era,higher requirements are put forward for the transformation of government functions,and it is necessary to introduce some advanced performance management tools.It is not only in line with the spirit of deepening the institutional and administrative system reform in China,but also in line with the scientific and refined development trend and development trend of public management,and has great significance to further improve the performance level of grass-roots government.This paper discusses the problems and its counterparts in implementation Balanced Scorecard tool in performance management in grass-roots government,based on the theories of public management,administration management,social governance,along the technical route of "background,theoretical Analysis,and typical case Analysis,Analysis of problems and Countermeasures," and under the background of that 19 th CPC National Congress proposed to deepen the institutional and administrative reform and build a service-oriented government that is satisfactory to the people.The conclusions are as follows:(1)the introduction of the Balanced Scorecard in the performance management of the grass-roots government is beneficial to the rationalization of the departmental budget and accounting system,the construction of the service-oriented government,the optimization of the internal business process of the government departments,and the promotion of the learning and progress of the government departments.The balanced scorecard is consistent with the current public administration,focusing on performance,strengthening services,emphasizing the overall governance,consistent with the internal management process reengineering of the government,and the needs of the public participation in government management.(2)the J district government performance management introduced the Balanced Scorecard in the initial stage.The work process,the establishment of the propulsion mechanism,the drawing of the strategic map,and the performance evaluation scale are established.But because the formalism and the citizen participation are still low due to the constraints of the concept,the social environment,the organization and the related technology,there are some problems such as fairness and efficiency balance difficult,and index system not perfect enough.(3)the suggestion of promoting the application of the Balanced Scorecard in government performance management is to improve the understanding,strengthen leadership,establish mechanism from procession,and optimizing the index,innovation index and quantitative index from the system,and strengthening the cultural construction,team building and system reform from the environment.
