The reform of auxiliary police management is not only an important part in the grand blueprint of deepening public security reform,but also a milestone in the development history of public security.Since the end of the last century,the Ministry of Public Security has cleaned up the auxiliary police in the broad concept of public security joint defense personnel,Nanjing,Suzhou and other regions have taken the lead in exploring and practicing reform and provided rich experience for other regions.Under the background of the new era,the Public Security Bureaus in various regions have fully integrated regional reality,made active reform attempts and achieved certain results in management systems,team building,recruitment training,and treatment guarantees.However,it is worth deeply thinking about how effective these reform measures are,where they are going and how to optimize them.Therefore,timely evaluation of reform effectiveness and breakthrough reform dilemmas to promote reform construction better,have become the core issues of police auxiliary management reform.Based on the theory of New Public Management,Government Performance Evaluation Theory and System Evaluation Theory,this paper uses the Analytic Hierarchy Process,Factor Analysis Method and Fuzzy Evaluation Method and other research methods,through combing the reform process and effectiveness,constructs the evaluation index system to evaluate and analyze the effectiveness of auxiliary police management reform in Nanjing.According to the results of the analysis,Nanjing's reform effectiveness has tended to a better level,but there is still room for further improvement.Based on the results of the investigation,this paper puts forward some general suggestions for optimizing the management reform of auxiliary police,which can be used for reference future research:1.The effectiveness evaluation system of auxiliary police management reform is established,which is composed of 4 first-class indicators and 27 second-class indicators.Under the guidance of the Fuzzy Evaluation Method,this paper constructs the evaluation model of the auxiliary police management reform,which provides the model support for the follow-up empirical research.2.Taking Nanjing as the case study object,the application and calculation of the evaluation model for the case investigation data are realized.The results show that,although the reform has achieved good results,there still has some rooms for improvement in performance evaluation,compensation and benefits,treatment and security mechanism.3.Combined with the empirical results,this paper puts forward some general suggestions to optimize the auxiliary police management reform: strengthening top-level design,providing system guarantee;optimizing management system,unblocked access to police channels;promoting performance appraisal,improving appraisal mechanism;implementation of dynamic compensation to ensure coverage of benefits;creation of a caring atmosphere to reduce the leave willingness;carry out evaluations of effectiveness and promote reforms by implementing evaluations.
