Research On The Prevention And Control Of Public Order Risks In Using 3D Printing Technology

Since the first printing technology was invented in 1983,3D printing technology has gone through nearly 40 years of development.At present,various countries are joining in the team of 3D printing technology research and application,and actively introduce policies to encourage industrial development.Throughout the history of technology,numerous technologies that had been predicted to be impossible have been invented and used in our daily life,such as the invention and application of technology,as well as the risks arising from its use.The social progress brought by the development of science and technology and the uncertain risks co-constitute our current risky society.At present,countries around the world have not paid much attention to the risks arising from the use of 3D printing technology,and the academic research has focused more on technology research and development and the field of industrial application.Because of this,when uncertain risks turn into a mass of real harm,people may find it difficult to make rapid response effectively,in impede the healthy development of the technology at the same time.The harm not only hinders the healthy development of technology,but also has a bad impact on the stability of public order and citizens' legal rights.Therefore,when facing the technology dividend which has a huge market value,we need to establish a sense of rationality,check erroneous ideas at the outset,and effectively deal with the challenges brought by the development of technology.Based on the background research of 3D printing technology and the current situation of research in China and abroad,the author first discusses the ideas and significance of research about this paper,and defines the basic concepts of 3D printing technology and the risk of public order in detail.Through the introduction of theories of risk society,technology adoption life cycle,4R crisis management,social control and crime prevention and control system,this paper expounds their effects as a leading and theoretical supporting role in the paper.Second,the author conducts a detailed analysis of the risks of using 3D printed pistols,ATM machines,keys,medicines and other technologies that affect social security order,and divides the security risks into five categories of endangering public order,affecting people's health,threatening personal property,challenging intellectual property rights,impacting on social ethics,and conclude into some features of potential uncertainty,morphological complexity and diversity,the interaction of people and technology,and the concealment of illegal acts.Then,the author constructs the framework of the analysis on causes from the perspective of technology itself and the control of risk,and discusses the endogenous and exogenous factors that lead to the security risks of 3D printing in combination with the life-cycle theory and 4R crisis management theory.Finally,the author analyzes the relevant measures to deal with the risks of 3D printing technology and compares it with other foreign countries.Besides,on the basis of summarizing and imitating from the national conditions,the author tries to put forward targeted countermeasures and suggestions for preventing risks by means of publicity,education,law,technology and administration from the perspective of preventing,controlling,and managing risks,so as to check erroneous ideas at the outset and maintain a harmonious and stable public order.
