Research On The Application And Improvement Of Population Information In Public Security Prevention And Control

Population information is one of the most core and valuable basic information resources of the society,and it is also an important basis for national development and construction,policy formulation,and law promulgation.To explore the application and improvement of population information in public security prevention and control is not only the key point for public security organs to actively optimize public security prevention and control strategies,improve the breadth and depth of public security prevention and control accuracy,and make efficient use of public security prevention and control resources under the current social development trend of high-speed flow of people and rapid change of information,but also the proper meaning to improve the value of population information resources.There are abundant population information resources in the public security organs,other government departments and various social departments,which provide a solid information foundation for the application of public security prevention and control.However,the current value of public security prevention and control of population information has not been fully explored.Population information is collected in a "decentralized" manner,"isolated island" integration,"extensive" application,and unstable many problems such as security system hinder the application effect of population information in public security prevention and control.At the same time,many subjective and objective factors,such as the resistance psychological complex,the difficulty of operation and maintenance management,the difficulty of task,and the lack of professional quality of users,which are generated by the government,society,public individuals and other social subjects themselves,restrict the role of population information in public security prevention and control.There are not only limited by the influence of traditional working concept,but also from the imperfection of legal system,management system and security mechanism.Based on the above analysis,this paper puts forward some countermeasures and suggestions to improve the application of population information in public security prevention and control through literature research,field research and other research methods,under the guidance of governance theory,system theory and information oriented policing theory.Change the traditional work concept,establish the concept of population information serving public security prevention and control with intelligence thinking,strengthen the awareness of information application,prediction prevention and control,and dynamic prevention and control.Through the top-level design,the overall framework of the application of population information in public security prevention and control is constructed.Implement the construction of legal system,make the application of population information collection,integration,research and development have laws to rely on,reasonable to find;optimize the relationship of department management system,reduce the heavy work pressure at the grass-roots level and implement the task responsibility of specific departments through the compaction of "block" responsibility;establish and improve the cooperation mechanism,make the public security organs,other departments of the government,and the society We will build a complete population information integration chain with multiple social subjects including management departments,market subjects and the public,so as to realize the real "multi governance";through optimizing the mechanism of assessment,reward and punishment,we will increase the sense of responsibility of each participant.In addition,we should actively strive for policy support,unify the construction standards,improve the security capacity of the population information system,and ensure the renewal of technical equipment and personnel training.And to improve the application level of population information,deepen the collection of population information,strengthen the construction of information-based police integrated platform,and constantly develop the actual prevention and control function modules of population information in public security prevention and control.
