Study On Countermeasures Against Crime Of Stealing And Excavating Ancient Tombs From The Perspective Of Intelligence

With the rise of the cultural relics market and in the face of the temptation of huge economic interests,the criminal activities of robbing and excavating ancient tombs are increasingly rampant.Although the public security organs have made numerous achievements in the fight against the crime of cultural relics,the criminal activities of stealing and excavating ancient tombs have new characteristics such as collectivization,intelligence,violence and concealment.The traditional mode of prevention and attack has been unable to adapt to the complex situation of robbing and digging ancient tombs.This paper sorts out cases of excavating ancient tombs in S Province in the past 10 years and summarizes the difficulties in preventing and cracking down on the crimes of excavating ancient tombs by structural analysis of the four elements of “matter” “person” “object”and “skill” in the crime of excavating ancient tombs as well as interviews with the police officials in the cultural relics cases handling center.On the basis of analysis and research as well as the combination with their experience,this paper put forward solution on the perspective of information.From now,the characteristics of excavating ancient tombs in S lies in obvious regional seasonal phenomenon,domination by middle-aged men,update of excavating tools and committing crime in a careful way,together with the lag of information-dominant idea,incompetence of the use of information and the lag of the construction of information date base.Due to these reasons,the work of prevention and crack down of the crime gets into trouble,which restricts the police organs to investigate case.In order to promote the prevention and crackdown of robbing and excavating ancient tombs,we should change the concept and improve the ability of intelligence application so as to establish an intelligence platform to support the crime prevention process of the theft and excavation of ancient tombs.From the perspective of system construction,the public security organs should establish a coordination prevention and strike mechanism to lay a solid foundation for preventing and cracking down on the crime of robbing and excavating ancient tombs by focusing on intelligence sharing,law enforcement coordination and multidimensional publicity.
