Research On The Optimization Of Urban Rail Transit Security Check From The Perspective Of Mutual Recognition Of Security Check

With the development of China's urbanization process,the urban population is more and more intensive.Rail transit,especially the subway,is becoming more and more popular because of its punctuality,environmental protection,large traffic volume,all-day and safety characteristics.Modern society exists in the risk all the time,the development of urban rail transit not only creates convenience for the masses,but also faces various risks.In 2008,taking the 29 th Olympic Games as an opportunity,China took the lead in implementing the subway security inspection system in Beijing,followed by other cities across the country.How to optimize the security check to achieve the balance between safety and efficiency has always been a research topic.However,no matter how optimized,repeated security check will inevitably affect the travel efficiency and cause unnecessary burden to the public.Since 2017,Beijing,Tianjin,Xiamen,Chengdu and other places have started the practice of mutual recognition of security check.In 2019,in order to better ensure the safety and convenient travel,the Ministry of Transport of the People's Republic of China issued ?the management measures for the organization and service of urban rail transit passenger transport?,which provides guidance in principle for mutual recognition of security check and provides a feasible path for us to pursue the balance between safety and efficiency.At present,the practice of mutual recognition of urban rail transit in China is still in the exploratory stage,which is not mature in experience and has not yet formed a unified and perfect mutual recognition mechanism.But at present,the public transportation in our country is developing rapidly,people have long been expecting to reduce the repeated security check,enterprises and stations need to reduce the operation cost and security risk,the three reasons above make the necessity of mutual recognition of security check undoubted.At the same time,considering the security requirements and security check standards,mutual recognition of security check is also feasible.However,the mutual recognition of security check is restricted by many factors,such as the lack of specific norms,the obstacles of management system,and the different standards of security check in theory;in practice,it is difficult to reconstruct the existing stations,to eliminate public doubts,to unify the mode of mutual recognition of security check,and to lack the ability of the subject of mutual recognition of security check.From the perspective of mutual recognition of security check,this paper discusses the optimization of mutual recognition of security check from the aspects of General assumption,mutual recognition principle of security check,mutual recognition measures of security check,mutual recognition guarantee of security check,etc.,in order to find the balance between safety and efficiency through optimizing the security check process of urban rail transit.
