In the construction of the mechanism of check of the administrator's performance, we are facing a fundamental contradiction between the accuracy demand of the mechanism of check and the inclination of deviation of the internal check system.First, the check of performance must meet the accuracy demand. The factor of check is a very important variable, which has a great impact on the working performance. A superior mechanism of check can make the performance of check highly coincident with the practical performance, make organization incentives not merely encourage the staff members to insist correct striving direction, but fully excite out their potential abilities. The bad mechanism of check enables the performance of check to be separated from the practical performance. In a short time, it either changes the relation between the working effective price and working performance, or turns down staff member's hard-working degree and changes their working striving direction. In the long-term, it influences the practical performance through regulating the moral character and talent factors of staff members', enable organization incentives become a kind of destructive force. In order to make the work of the cadre in the government and the Party get good working performance, we must set up a set of superior mechanism of check for them.But, a kind of inclination of deviation unavoidably existed in internal model of check. There are two main factors that influence the mechanism of check with good and bad effect: One is the evaluation criteria carried out in the course of checking by the examiner; Another is the information about the examinee's product collected by the examiner. The main factors influencing the evaluated criterion are as follows: the orientation of the value of the organization; the error produced in the course of specifying the value into the evaluated criterion; the design of the procedure and mechanism for check; the examiner's willing and wishes in the process of instituting and carrying out the evaluated criterion; the examiner's ability to institute and carry out the evaluated criterion, etc.. The main factorsthat influence the fetching value of the collected information are as follows: the product of the examines; the possibility of observation of the product; The conditions of the observation for the examiner; the will of the examiner; the ability of the examiner's observation, etc. The different fetching value of the criterion in evaluation and execution and the collected information determine the quality of the model of check. In internal model of check, the fetching value of the two—not only criterion in execution but also the collected information—are unable to reach their optimum results because fetching value of these two independent variable are unable to reach their optimum states. Thus a kind of inclination deviated from practical performance will exist unavoidably in the performance of check.To solve this contradiction fundamentally in the performance of check for the cadres in the government and the Party, we must construct an independent external model of check.External mechanism of check means the people outside the administrative system carry out the mechanism for the cadres in the government and the Party. The theoretical foundations of constructing the external mechanism are: (1) Principal—Agent theory. Organizations of party and government and their staff members' power come from the people. The people are clients of these organizations, which are the people's agencies. The staff members are the people's agents. The people have power and necessarity to check the cadres in the government and the Party. (2 ) Consumer's theory with sovereign right. The products that the organizations of party and government offer are a kind of public products. The people are the consumers of these products. Either in the aspect of evaluated criterion or the collection of the information of the public product, only the people can give the real reply. (3 ) Theory that sovereignty belongs to the people. The people enjoy supreme power. The people give all the cadre's power. The people have every right to check the cadre. At the same time only the people can best enforce the mechanism of check for the cadres. Based on the absorption of the existing research results from the model of customers' satisfactiondegree, we figure out the model of external mechanism of check for the cadres. This model includes six parts-. The first part is the masses' expectation; The second one is to perceive cadre's quality by masses; The third one is to perceive cadre's value; The fourth part is masses' satisfaction degree; The fifth subsystem is the masses' complain; The sixth subsystem is that the masses are loyal. The external model of check directly takes the masses' satisfaction degree as the criterion to examine the product supplied by the government, which has a nature of primitive. As long as the external model of check becomes the leader in the system of check after some institutional arrangement, this kind of check will produce a kind of function for the internal model of check—that is to correct the deviation in it.The external mechanism of check turns in the people's interests into the internal check criterion, strengthens the collection of the information, set correct direction for the internal check; The internal mechanism of check can have the ex post check back-inferring (back flush) to the ex ante and inter check; change the indirect check pointing to the thing but not the person into the direct one that points to the person but not the thing; having the check for the whole work of public authority department broken up and numerated by changing it into the individual's check. The external and internal mechanism of check corporating together composes a kind of excellent model of check for the administrator's performance. The ways for the combination of the two are as follows: the result of the external check contacts with the whole performance of the public power departments; the result of the external check contacts with the main leaders' individual performance in the public power departments.It shows that the combined models with the internal and the external model is reliable and effective in practice. In the course of practice in Hengnan , we regard partiality of peasants as direction of the responsibility system of the project. We use the responsibility system of the project to supplement the deficiency of the external check. We combine the internal check with the external check together organicallyand formed the situation in which two kinds of mechanisms of check are benign and interdynamic.The research of this text attempts to innovate to some extent inseveral following respects: (1) Construct a model ------"the externalcheck takes as the leading factor, the internal check takes as the supplement factor"; (2) Introduce the economical analytical standard model and statistical analytical method into the model of check for the administrators systematically; (3 ) Turn producer's sovereignty into consumer's sovereignty in the production of the public products; (4) Extend the Principal-Agent theory from the field of business management into the field of administration.
