| PPP is an acronym for English public-private partnership,that is,government and social capital cooperation is a project operation mode in public infrastructure and services,and projects carried out in this mode are called PPP projects.As a new type of public service and facility supply model promoted throughout the country,PPP projects are increasingly becoming an important type of development in the field of infrastructure and public services.However,due to the late start and low starting point of development in China,it is urgent to base on the national conditions of socialism with Chinese characteristics Explore the "rule of China" in its performance appraisal.Performance appraisal refers to the process in which the appraisal subject compares the project objectives and performance standards,adopts a scientific appraisal method,evaluates the completion of the project tasks and feeds back the appraisal results.Performance appraisal involves multiple elements such as performance appraisal indicators and performance appraisal mechanism,among which performance appraisal mechanism is more critical,which is also the focus of this paper.The performance evaluation mechanism of PPP projects has an important impact on promoting the full and effective supply of public goods and services,regulating the participation of social capital in the production and operation of government public goods,ensuring the quality of PPP projects,and improving the basis for government payments.Therefore,a scientific and reasonable performance appraisal mechanism can help the PPP project to coordinate the overall coordination of all parties.It is to correctly handle the relationship between the government and the market,balance the top-level design and grass-roots promotion,and realize the benefits of "co-consultation,co-construction,and sharing" of the participants The core guarantee factor of the pattern.In the context of modernization of national governance,there is a strong correlation between the achievement of government governance objectives and the improvement of the performance evaluation mechanism of PPP projects.Taking governance as a research perspective,it is of great practical significance to analyze the shortcomings of the existing system and to reorganize the connotation of the performance appraisal mechanism to make it a weapon for improving public services and products.However,the current PPP project performance evaluation mechanism is not yet perfect,and there are still certain problems in the scope of the evaluation subject,the transparency of the evaluation process,the application of the evaluation results and the standardization of the evaluation process.The above-mentioned problems are the result of the relative lack of pluralistic co-governance ideas,the relatively poor information sharing mechanism,the relatively insufficient awareness of the resulting application and the relatively lagging regulatory system and other factors.The optimization of the PPP project performance evaluation mechanism under the governance vision needs to face the problems directly,analyze the causes of the problems,and focus on the following four aspects to improve: absorb the wisdom of multiple subjects,improve the evaluation subject mechanism;promote the evaluation process transparency,and establish an information sharing mechanism;Scientifically use the assessment results to improve the assessment response mechanism;standardize relevant systems and improve the legal guarantee mechanism.The paper has 3 figures,12 tables,and 57 references. |
