Research On The Maturity And Promotion Strategy Of Urban Residents’ Public Safety Cognitive Ability

At present,China is in the critical period of economic transformation,the social situation is increasingly complex and changeable,the population structure and family structure have also undergone profound changes,and various security incidents have increased significantly.Promoting the development of urban public safety has become a basic national policy in China,and has attracted the attention of many scholars.Among them,issues such as the system of public safety,the rule of law,and the governance system have become a research hotspot.As the main body of a city,the role of urban residents in promoting the development of urban public safety is self-evident.Therefore,this paper takes urban residents as the starting point to carry out research,and gives different answers to the problem of how to promote the construction of urban public safety.The cognitive ability of public safety is not innate,it must rely on specific tasks or activities,and follow the dynamic process of values,identification,prediction,action and adherence.Starting from the generation mechanism and evolution process of capacity,this study defines the concept and connotation of urban residents’ public safety cognitive ability,constructs its advanced five-dimensional structure model,and proposes and differentiates the level connotation of threshold level,plasticity level,effectiveness level,maturity level and leadership level of public safety cognitive ability.Further,based on the evolution perspective of capability maturity,the advanced model of urban residents’ public safety cognitive capability maturity is constructed,the evaluation criteria and process of public safety cognitive capability are developed,and the measurement scale of urban residents’ public safety cognitive capability is designed and developed.The main conclusions are as follows:(1)The connotation definition,structure construction and demonstration of individual’s cognitive ability of public safety.Based on the production and development of individual public safety cognitive ability,this paper divides the individual public safety cognitive ability into five sub abilities: safety values,hazard identification ability,hazard prediction ability,hazard response ability and safety altruism ability.This paper constructs the development paradigm of "belief individual group" of public safety cognitive ability,that is,the generation of cognitive ability is based on the internal value identification of individuals,and affected by knowledge,experience and other factors,forming different levels of recognition,prediction and response ability among individuals,and defines the highest level of public safety cognitive ability as the altruistic effect of individuals in the masses.Based on the process and difference of the development of individual public safety cognitive ability,this paper introduces the ability maturity model,and constructs a public safety cognitive ability maturity model from five levels: initial,growth,specification,integration and optimization.(2)An empirical analysis of urban residents’ cognitive ability of public safety.Among them,68.3% of the residents’ cognitive ability of public safety belongs to the growth level,and the ability of risk prediction has become the bottleneck of the urban residents’ cognitive ability of public safety.From the ability of risk prediction to the ability of safety altruism,the ability of residents is worthy of "inverted pyramid".In addition,the age,education background,job level and organizational nature of residents have a significant impact on their cognitive ability of public safety.Finally,based on the above research conclusions,on the basis of combing the current policies,the paper gives policy recommendations based on different levels of urban residents’ public safety cognitive ability.There are 11 figures,39 tables and 109 references in this paper.
