In a risk society,modern emergencies are increasingly fluid,transboundary,uncertain and complex.An integrated emergency management system is the choice of many countries in the world in responding to the increasingly complex situation of emergencies.China's emergency management system has experienced an out-of-order period of emergency management systems with departmental management as the mainstay and supplemented by non-established agencies.The historical evolution of the emergence of the emergency management system coordinated by agencies and temporary agencies,the development of the emergency management system of comprehensive government management,and the mature period of the emergency management system led by the core departments and coordinated by all parties.Orientation coincides.The newly established emergency management department is a milestone in the development of China's emergency management system reform.It clarifies the function positioning of the emergency management department in the new era from the macro,meso and micro levels.Nonetheless,the current“fragmentation” of emergency management departments in the concept of power and responsibility,organizational structure,operating procedures and resource allocation is still outstanding.How to further improve it within the framework of the existing emergency management system is a reality worthy of our in-depth study.problem.To this end,it is necessary to fully draw on more mature emergency management experience from abroad,and optimize from the aspects of organizational system,operating mechanism,personnel training,and resource guarantee.
