From "fragmentation" To "holistic Governance": Research On Government Emergency Management Of Public Emergencies

In recent years,along with the acceleration of urban construction,the resulting road traffic,lifeline engineering,productionsafety,environmental pollution,chemistry,fire accidents and other public emergencies occur frequently.In order to prevent and deal with various risks,challenges,contradictions,the party committees and governments at all levels in our country have made unremitting efforts to establish a framework of "one case,three systems",which has achieved remarkable results and greatly reduced the negative impact of the incident itself.However,after many challenges and practical tests,we reflect on China's emergency management work and find that there are "fragmentation" phenomena such as poor organization,imperfect legal system,uneven distribution of emergency resources,and low participation of social subjects.Therefore,the emergency management systems of the western countries such as the United States,Japan,Russia,and the United Kingdom are compared and referenced.Through the governance orientation of citizen demand and the governance mechanism of coordination,integration,and responsibility,the problem of fragmentation is organically coordinated and integrated.From the theoretical analysis of "holistic governance" which is from decentralization to concentration,it proposes a network of cooperation that improves the emergency management system and plans,improves the emergency management linkage system of military and local area,plays the role of hubs of emergency command platforms at alllevels,builds multi-center governance,constructs a sound emergency communication mechanism to establish an emergency linkage system and mechanism.From strengthening the construction of emergency management policy system,strengthening the policy and institutional basis of emergency management socialization,and leading the social parties to participate in the construction of emergency management legal system,we can strengthen the construction of China's emergency management rule of law.Establish an integrated emergency management coordination linkage from the aspects of cultivating and developing civil society organizations,media participation,public participation and guidance.Establish integrated emergency management resources from three aspects such as improving the emergency information support resource preparation system,establishing an emergency material reserve system,and optimizing emergency management resource allocation.
