Research On The Operation Of The Regional Anti-terrorism Cooperation Regime Of SCO

After the Cold War,in response to the common security threats posed by non-traditional security issues represented by terrorism,China,Russia,Kazakhstan,Uzbekistan,Kyrgyzstan and Tajikistan reached a willingness to cooperate in coping with common security threats.On the basis of mutual cooperation,an important regional multilateral cooperation mechanism,the Shanghai Cooperation Organization,has been established.With the joining of India and Pakistan in 2017,the SCO has now become the world 's most populous,most geographically and transregional multilateral organization with great potential,contributing to maintaining regional security and stability and promoting common development and prosperity.As a representative form of regional counter-terrorism cooperation,the SCO 's multilateral counter-terrorism cooperation regime is a legal basis formed by its member states through various declarations and legal structures on the basis of coping with common security.In the nearly two decades,the SCO has established a multilateral counter-terrorism cooperation regime through its legal system,organizational structure and specific actions including military exercises and intelligence cooperation.The field of security cooperation under the SCO has been expanded,the anti-terrorism regime is becoming more and more perfect,and cooperation in law,law enforcement,and intelligence departments to combat terrorism has been steadily carried out.At the same time,due to the lack of a unified understanding and authoritative definition of the concept of terrorism,the lack of systematic construction of legal mechanisms,the insufficient implementation of anti-terrorism cooperation in practice,and the lack of dispute resolution mechanisms,the SCO 's regional anti-terrorism cooperation is mostly at the level of documents and declarations,and the security threats of the "three forces" still exist.This paper takes the Shanghai Cooperation Organization's regional anti-terrorism cooperation regime as an analysis object to study the development and evolution of the regime and its achievements and deficiencies in counter-terrorism cooperation.
