As the Cold War ends and the in-depth development of globalization is pushed on, various "anti-globalization" movements follow, non-traditional security issues have become increasingly prominent, and the international security agenda expands rapidly. Among them, the problem of international terrorism as one of today's major global hot topic has attracted attention of the international community. Especially the failure of repeated prohibition of international terrorist activities in recent years has made the international cooperation against terrorism particularly necessary. Although the international community has made some positive results in fighting against terrorism, there are still many discordant notes in the sphere of international cooperation against terrorism. The relevant theories of international politics have shown some inadequacy in explaining and studying the international cooperation against terrorism and vice versa, the inadequacy of theoretical research has also limited the carrying on of anti-terrorism issues. This paper attempts to analyze the international terrorism problem from a new theoretical perspective of international governance. Besides, some useful suggestions will be proposed to improve the international anti-terrorism cooperation building.The thesis is divided into five parts.The first part is the preface, which mainly focuses on explaining the background, the theme, and the status quo of the research, and subsequently the research methods and ideas.The second part is on the interpretation of international governance. By James N. Rosenau's governance theory as the penetrating point, the thesis explains the core concept of international governance. Besides, international governance and global governance are compared horizontally to define the nuance due to the special nature of counter-terrorism issue. Next, the text makes in-depth analysis on four key variables and reflects the theoretical and empirical significance to international cooperation against terrorism.The third part is about the status quo and characteristics of international cooperation against terrorism. This part mainly focuses on terrorism as an ideological trend of asymmetric threats, analyzing the status, characteristics and trends of international terrorist activity and counter-terrorism cooperation, making a clear grasp of the current situation of international counter-terrorism so as to pave the way to explore the next question.Part IV is analyzing the plight of international anti-terrorism cooperation from the perspective of international governance, pointing out difficulties and shortcomings facing the reality in international anti-terrorism cooperation to raise some effective targeted solution in the next analysis.Part V is an empirical part with the combination of theory and practice. In this part, the thesis uses the unique perspective of international governance to analyze the plight and drawbacks existing in international anti-terrorism cooperation, and try to raise some positive suggestions to ease the embarrassing situations. But it should be also noted that, owing to the primary development stage of the theory of international governance, there are many shortcomings to be discussed and explored. Further more, because of the complexity of terrorism issues, solving the problem completely can not be achieved overnight, but to get ready for fighting a long war.
