Research On Overloading Control Of Off-site Law Enforcement In Guangzhou

Overloading of highway transportation is a worldwide problem.Not only it easy to cause road traffic accidents and seriously endangers road traffic safety,but also disturbs the order of freight market and seriously threatens the safety of people's lives and property.Therefore,there is a long way to go to tackle the problem ofoverloading.China has been innovating in the work of overloading control.Since 2018,according to the work deployment of superiors,Guangzhou has begun to implement Off-site law enforcement for work to control overloading.After a period of practice,The level of overload control has been effectively improved.However,due to the fact that the Off-site law enforcement for work to control overloading is a new meansure,there are also some problems in its application.In this paper,the author combined with the problems encountered in the actual work process,thinking and analyzing the current situation of the application of off-site law enforcement in Guangzhou city.On the basis of collecting investigation data,the author deeply studies the existing problems of the off-site law enforcement to control overloading.By using questionnaire survey method and interview method,the author found that there are several problems that need to be improved,such as the "distribution" and "punishment" of cases,the stability and accuracy of law enforcement weighing system,information sharing between departments and the government's public service.According to the requirements of the current situation,we must constantly improve this scientific and technological means so that it can better play its due role.By drawing on the successful experience of home and abroad,The author puts forward five solutions to the problems found in the investigation.,including paying attention to overall planning,improving management mechanism,improving law enforcement system,strengthening government information sharing,and improving public service capacity.It is hoped that these five aspects can be strengthened to provide decision-making reference for the government's public management,and to promote the Guangzhou's management of overloading.
