Road traffic,is the economic development of the “arteries”,and overload transport vehicles will give the “arteries” of the normal “blood circulation” bring security risks.Since the 1990 s,China has adopted a series of policies and means to combat overloading and illegal transport practices.However,the biggest difficulty in the roadside enforcement of overloading control lies in the low detection rate,which still does not allow timely investigation and punishment of a large number of illegal overloading transport vehicles,and to a certain extent fuels the fluke mentality of some cargo transport enterprises and truck drivers chasing profits to avoid law enforcement,which seriously damages the dignity of the law and the credibility of government departments.The Ministry of Transport in the “Fourteenth Five-Year Plan” road maintenance development outline clearly requires,to promote in-depth vehicle overload control,actively explore off-site law enforcement methods,and promote the highway control work from manual law enforcement to technology supervision change.K City actively explores a new model of technological road overloading control in road overloading control work.Since 2020,the city of K has been implementing off-site enforcement of road overloading control,and after a period of practice,the level of control of overloading transport of freight vehicles in the jurisdiction has been effectively improved.However,as off-site enforcement of road overloading control is a new means of managing overloading violations,there are many problems in the process of implementing enforcement,especially in the process of collaborative governance among the various road transport participants.This thesis is based on the classical model of collaborative governance,the SFIC model.The research methods of literature analysis,questionnaire survey and interview were used to conduct an in-depth analysis of the current situation of off-site law enforcement and collaborative management of road superintendence in city K.The reasons for the dilemma of collaborative governance of off-site enforcement of road overloading control were summarized as weak starting conditions foundation,insufficient catalytic leadership incentive,lack of system design guarantee,unsound communication mechanism of collaborative process and poor collaborative governance effect.Government’s public service capacity needs to be urgently improved.Combining the requirements of the current new situation,this thesis takes the theory of collaborative governance as the starting point and proposes countermeasures such as consolidating the starting conditions for collaborative governance,building a platform for off-site law enforcement,giving play to the leading role of the government,innovating ways of off-site law enforcement,establishing a sound policy system for off-site law enforcement,and opening up channels for collaborative governance.To improve the off-site enforcement of road overloading as a scientific and technological tool,and give full play to the proper role of scientific and technological road overloading.
