Study On The Countermeasures Of Trucks Over-limited And Overload

The highway transportation industry has realized the leap-farward,while the eco nomy is developing rapidly.Driven by interests,the overload has also increased,which has seriously damaged highway facilities,shortened the service life of highway,increased maintenance costs,and also caused the transportation market disorder.It's easy to bring kinds of traffic accidents,lead to the economic loss and endanger the people's lives.The overload has continued to play the role of the "invisible killer" of highway transportion,and it also reacts on the vehicle production and transportation environment.Its governance is also a world-wide problem.This phenomenon is wide,long,and difficult to govern,and therefore it needs a in-depth research.It's necessary to seek the problems and causes exactly,and then puts forward operational scheme of governance,which has important significance to maintain the safe devepment of the society,economy and transportation.This paper uses the theory of public goods and the theory of cooperation across departments.It takes the highway overloading governance in L county of Sichuan province as an example.By collecting and collating datas,and investigating the freight source and law enforcing departments,it gains useful history and current status.Based on the understanding of highway overload governance from the freight practitioners,the advanced experience and research results at home and abroad,and the geographic environment characteristics and the actual management of overload work in L country,this paper gives a comprehensive analysis on the problems of the highway overloading governance in this county from the different levels and angles.It also elaborates the crux of the problem and the root cause of the problem.Finally,the paper actively explores the measures of highway overloadingmanagement in order to maintain the road traffic order,ensure the safety of road traffic,ensure the safety of people's life and property.This paper puts forward to perfect the laws and regulations,strengthen governance means,strengthen the source control,and intensify propaganda and public opinion guide,which has certain reference value for L county's further highway overloading governance.
