Research Of The Rural Land Acquisition-related Group Incidents

With the accelerated development of urbanization,the demand for urban construction land keeps increasing.In this circumstance,it has become a common practice in many places to alleviate land supply conflicts by expropriating rural collective land.However,land is not only an important production factor supporting local economic development,but also the core interest of land-lost farmers.After rural land is converted from agricultural use to construction use,the vested interests of the land-lost farmers have been damaged,the conflicts between the government and the land-lost farmers have been intensified,and the number of group incidents has increased because of the unfair distribution of land interests and the absence of standardized land acquisition procedures.The land acquisition-related group incidents have gradually become a negative factor that restricts economic development,endangers social stability,and damages the government's image because the organized and planned incidents with certain purposes boast many participants,large scale,intensified opposition,and fierce countermeasures.The Fourth Plenary Session of the 19th Central Committee of the Chinese Communist Party put forward that social governance is an important aspect of national governance,and we should stick to and further improve the jointly constructed,governed and shared social governance system to maintain social stability and national security.The rural land acquisition-related group incidents can be used as typical cases to explore the conflicts and resolutions in rural areas.They are not only related to the vital interests of the farmers whose lands have been expropriated,but also consist of an important test for the grass-roots level government in terms of social governance ability under the new situation.Therefore,correct understanding,active prevention and effective management of rural land acquisition-related group incidents are significant topics for creating a stable environment for economic and social development and exploring the innovative ways of social governance.Based on this,the rural land acquisition-related group incidents of Town L,District L are studied in this article to explore the causes and solutions of group incidents of its kind.This article includes six chapters.In Chapter I(Introduction),the concept,causes,and solutions of rural land acquisition-related group incident are introduced academically with reference to the research results of domestic and foreign scholars.And then,the research approaches are clarified.In Chapter II(Related Concepts and Theoretical Basis),the concepts of group incident and rural group incident are introduced,and the three major theories of this article—public governance,social conflict,and emergency management—are elaborated together with detailed cases.In Chapter III(Introduction to the Rural Land Acquisition-related Group Incidents of Town L,District L),through literature research,case studies,investigation,quantitative analysis,and qualitative analysis,the background,causes,development,and solutionsof the incidents given are introduced.Besides,the investigation results and the interviews are analyzed to provide data support for the research of the rural land acquisition-related group incidents.In Chapter IV(Analysis of the Causes of Rural Land Acquisition-related Group Incidents of Town L,District L),based on the theories and case studies of previous chapters,a conclusion is drawn that the causes of the incidents studied are related to source prevention,interest coordination system,public opinion administration,and emergency response,providing references for general solution research.In Chapter V(Research of the Solutions for Rural Land Acquisition-related Group Incidents),four solutions are given from different aspects,including giving priority to the prevention at the source,improving the interest coordination system,strengthening the administration of online public opinions,and improving the emergency response mechanism,which offers more targeted advice on the resolution of rural land acquisition-related group incidents.In Chapter VI(Conclusions and Research Prospects),the conclusions of this article are summarized and refined based on the research results,and prospects for future research are given with the expectation of theocratical and practical innovation.
