Research On The Governance Capability Of The Grass-roots Government In The Reform Of Rural Collective Property Rights

The report of the 19th National Congress of the Communist Party of China proposes to establish a new type of social governance system,and the Fourth Plenary Session of the following session focuses on how to build a modern government governance system while adhering to the socialist system with Chinese characteristics,which means that the term "governance" begins to play an increasingly important role in China's political practice,and also indicates promote the national governance system and governance capacity building the significance of.Grass roots government governance is one of the main components of the national governance system,but also a more basic unit.At present,the reform of rural collective property right system is in full swing in China,which not only plays an important role in invigorating and strengthening the collective economy,developing the rural economy and safeguarding the interests of farmers,but also plays an important role in building the institutional basis for the implementation of the Rural Revitalization Strategy and improving the rural governance.Results how government depends on the level of the reform of the governance ability and the level of governance.Recently,some media learned from the central agricultural office and the Ministry of agriculture and rural areas that the pilot of rural collective property right system reform will be fully launched in 2020,and Shanxi Province will enter the comprehensive pilot stage of rural collective property right system reform.The comprehensive pilot project puts forward higher requirements for the governance ability of the grass-roots government.If the problems exposed in the process of the reform of the early rural collective property right system are not corrected and changed in time,the pilot project of the reform of the whole province will not be completed effectively.This paper takes the reform of rural collective property rights system as the research background,and studies the governance ability of the grass-roots government in China.On the one hand,using the literature research combing present scholars to grassroots governance capacity and the current situation of rural collective property rights reform research and theoretical focus;secondly,using the investigation research method and case analysis method,taking the government of L District,C City,Shanxi Province as the main research object,to study the rural collective property right system under its guidance.The main progress of the reform and the current situation of the governance ability of the grass-roots government in this context,the problems faced,the analysis of the causes of these problems,clear the current stage of the reform of the rural collective property rights system,one of the main measures to achieve sustainable development in rural areas is to improve the governance ability and level of the grass-roots government as soon as possible,and put forward the corresponding countermeasures.
