Research On The Strategy Of Grass-roots Government Fordisposing Mass Incidents In Developed Areas

With the establishment of the socialist market economy system, the reform and deepening of the reform, the social and economic structure is undergoing tremendous and profound changes.Changes in the pattern of interests, the concept of public rights and rights awareness, democracy and the rule of law gradually mature. All kinds of social contradictions are also revealed.Especially in the past few years, there is a rising trend in mass incidents in China and these kinds of events have become significant issues affecting social harmony and stability. More and more people pay their attention to these issues. From the perspective of region, the number of mass incidents has a linear relationship with the regional economic and social development indicators(especially GDP). The number and intensity of mass incidents in developed regions are significantly higher than those of central and western regions and underdeveloped regions. This is because the resources in developed areas are richer than that in undeveloped areas and the reasonable distribution process has not been set up in developed areas. Therefore, in the areas where there are more resources, the more mass incidents will occur. On the other point of view, we can find that in developed areas, the interest demand of the masses as well as the consciousness of democracy and human rights is growing faster. The basic level government is not only the first line to prevent and deal with the unexpected mass incidents, but also the direct target of the contradiction of mass incidents. The ability and efficiency of the grass-roots government to deal with the mass incidents directly determine the number and the intensification of mass incidents. In recent years, the growing number of mass incidents has highlighted that the grass-roots governments of developed areas have much more work to do in the disposal of mass incidents.The research of the grass-roots level government’s response to the treatment strategy of mass incidents, has very strong realistic significance.On the basis of introducing the basic situation and existing problems of the current basic level government to deal with group events, this paper takes Haizhu District in Guangzhou as the research object and selects a mass incident in this area as an example to do a case analysis. After the depth exploration of the causes and developing process of this mass incident, we can sum up the experience and reach the conclusion that, the governments of developed regions should insist on prevention and education when disposing mass incidents. All the mass incidents must be handled in accordance with caution and law. The governments should optimize strategy from the perspective of prevention and treatment of mass incidents. The governments should also improve the authority of the disposal of mass incidents, in accordance with the law, strategy, and integrity.
