Research On The Historical Evolution And Changing Rules Of Public Order Evaluation Index System

Peace is the basic requirement of people's happiness and well-being,and the basic premise of reform and development.The stability of public order conditions can reflect the level of national governance.In the critical period of advancing the modernization of the national governance system and governance capacity comprehensively,it is necessary to systematically sort out the occurrence and development of China's public order assessment and its indicator system,understand its development context,and build a complete,systematic,and scientific social security assessment indicator.The system provides theoretical reference and provides historical mirrors for constructing a scientific and comprehensive public order evaluation index system in practice.The public order evaluation index system is an index collection that can comprehensively reflect the status of public order.And is an important basis for crime early warning prevention and control in policing practice.Using the literature research method and system analysis method,this article sorts out the evolution process of public order evaluation index,and summarizes its evolution discipline according to the diachronic-synchronized framework.According to the development and changes of China's public order system and public order policy,the evolution of the public order evaluation index system can be divided into four stages:from 1978 to 1990 is the initial exploration stage.In this stage,public order evaluation index system which originated in the field of social index theory mainly basing on static indicators such as the number of criminal cases,subjective indicators and local assessments have emerged.From 1991 to 2003 is a period of normative development.Promoted by the basic principles of comprehensive governance of public order,the Ministry of Public Security set a relatively unified classification standard,and local public security organs set up a grading index system in accordance with their actual conditions on this basis.From 2004 to 2011 is a stage of diversified development.With the proposition of Safe China construction,a diversified development of assessment subjects and indicator contents emerged.From 2012 to the present is a stage of scientific improvement.With the transformation of social management to social governance and the advancing of Safe China strategy,the public order prevention and control system is constantly upgraded and improved,and the functional positioning of public order evaluation is also changing.After the change,the evaluation index system is going to change from static evaluation to dynamic monitoring.The public's sense of security has become the main indicator to measure the state of public order.Reviewing the development of China's public order evolution indicator system,the assessment subject,indicator range,assessment method,assessment function,and public safetyin different stages weight differently in the indicators,but there is a clear internal logic.The main characteristics and laws are as follows: the development and changes of the evaluation indicators are synchronized with the adjustment of social security policies;the scope of public order evaluation indicators is expanded to "big public order ";public safety has gradually become the core evaluation index;and the main body of public order evaluation has changed from single to multiple;public order assessment methods have gradually become scientific;and the focus of public order assessment functions has shifted from evaluation to prediction.The above evolution laws will guide the scientific and rational construction of the future public order evaluation index system.
