With the rapid development of social economy and people’s life with a number of government departments and public service industries more closely linked, strengthen morals construction is the objective requirement of the further development of the socialist market economy, democratic appraisal professional morals for industry unhealthy tendency, promoting the administration according to law, promote construction of a clean and honest government, optimize the administrative environment, building a socialist harmonious society has important. In order to improve the morals system of democratic evaluation shall establish a unified and standardized evaluation system, forming a set of scientific and reasonable democratic evaluation index system, improve the objective and fair evaluation method.For several years, Zhenjiang municipal government for rectifying do morals and evaluation of public service industry in the city. In the evaluation process, according to the characteristics of different industry more to build a practical, to facilitate the operation of the secondary evaluation index. In the evaluation process and evaluation standards, do open and transparent principles, to ensure the authenticity and integrity of the evaluation data and evaluation results.The first part is the introduction, introduces the background and significance of this study, then satisfaction model of the existing at home and abroad for literature review; the second part introduced related concepts.The third part is the construction of morals evaluation index system and model construction, and choose to American customer satisfaction index model is modeled, choose the suitable evaluation index system, constructs conforms to the actual situation of morals satisfaction model.The introduction of AHP and fuzzy comprehensive evaluation method of concrete steps.The fourth part is the empirical analysis in Zhenjiang city of eight public service industry. First of all, to design the questionnaire, obtain first-hand data through the questionnaire survey, and using the analytic hierarchy process to determine the index weight, using fuzzy comprehensive evaluation method to measure public satisfaction. The results show that the funeral industry overall satisfaction with the highest, urban public transit industry’s overall satisfaction minimum. Eight public service industry "service quality satisfaction is very low, so each industry in morals construction, to focus on improving the service level. Finally, proposed the corresponding countermeasures and suggestions and the prospect of research.
